Overview
The Executive Director works collaboratively with the FPAN President, FPAN Medical Officer, and Fairview Physician Associates Network (FPAN) Board to provide leadership in the pursuit of Fairview Physician Associates (FPAN), vision, values, goals and strategies. The Executive Director will serve as a strategic and operational leader, working with multiple stakeholders, to drive operational and strategic efforts related to the triple aim (quality, patient experience, and affordable care), network performance, and business development within the Clinically Integrated Network.
As delegated by the FPAN President and/or board, the Executive Director shall possess the power to sign all certificates, contracts, or other instruments of the corporation. The Executive Director shall exercise and perform such other powers and duties as may be prescribed by the FPAN Board from time to time.
Responsibilities/Job Description
- Develop and support FPAN’s role and the role of all FPAN providers within the broader Fairview system in accordance with the FPAN board, triple aim and Fairview system goals.
- The Executive Director will also serve as a proactive change agent to represent FPAN in the current fluctuating health care environment and as a spokesperson for FPAN by creating and articulating a clear vision for continued success in an evolving marketplace.
- Oversee the financial planning and performance of Fairview Physician Associates (FPAN) where appropriate including operating and capital budget build, monitor and execution.
- Strategic planning at the FPAN President and board’s request
- With FPAN leaders and staff, direct and implement the strategic goals and strategies
- Ensure an organizational structure that will position FPAN for future performance and growth.
- Maintain FPAN network viability and allocate network resources to achieve optimum utility for the network
- Effectively manage the day-to-day administrative and operational activities of FPAN
- Ensure FPAN’s tax-exempt status
- Will work to continuously position FPAN in the marketplace as the clinically integrated network of choice.
- Board and committee relationships and leadership selection
- Responsible to Fairview senior leadership and FPAN Board of Directors for the financial performance of the organization and for the achievement of the FPAN mission and objectives; to establish with the board measurable criteria for determining whether mission and financial objectives are being met; responsible for establishing and periodically updating an effective board orientation and development plan; works with the board and Fairview senior leadership to plan for board and committee member succession; review and provide selection of FPAN committee co-chairs and committee members, ensure effective and constant communication between the FPAN Board, FPAN operating committees, and Fairview senior leadership; Ensure operating committees operate efficiently and are appropriately resourced; execute and implement the recommendations of the operating committees.
- Membership development and relationships
- Ensure effective development, evolution and implementation of FPAN membership plan, based on recommendations of the membership committee; review the credentialing process and ensure its implementation and integration with Fairview’s system wide credentialing process; review the participation requirements of FPAN, act to ensure their utility and appropriateness, ensure that FPAN recruits and retains a high quality physician network; pro-actively identify issues which may impact the stability of the network and initiate actions to address effectively; ensure adequate communication mechanisms are in place with members to facilitate two-way communication with the FPAN network and work to gain their enthusiastic involvement; ensure membership strategies meet regulatory guidelines and requirements.
- Quality assessment and care improvement
- Based on the recommendations of the care delivery and quality improvement committee: ensure effective development and implementation of the continuous quality improvement plan; ensure the integration of network-wide quality education efforts with quality improvement activities; work with FPAN’s Medical Officer to evaluate and enhance FPAN care delivery and clinical operations, encouraging collaboration where appropriate with Fairview’s efforts; oversee patient satisfaction process, procedures, and ongoing measurements; evaluate and approve grant funding requests to support research, education, and network integration; implement compliance and patient safety efforts.
- Product development and contracting
- In partnership with payer relations, ensure effective development of FPAN contracting strategies and parameters; ensure strategies meet local health plan and employer needs; represent FPAN in negotiations with purchasers and potential partners; initiate and review contractual relationships with health plans and purchasers in conjunction with Fairview Revenue Management; ensure that FPAN is successful in implementing contracts and that systems are in place to monitor performance. Based on recommendations of the product development and contracting committee: ensure a continuous effort to develop and improve upon contracting policies, plans, and systems; ensure ongoing implementation of a plan of action for product development; initiate and approve marketing efforts that serve the organization’s interests
- Build and foster organizational culture and trust:
- Serve as a role model of Fairview’s values of dignity, integrity, service, compassion, and innovation.
- Builds relationships across all network entities, to independent practices, Fairview, Fairview Medical Group, University of MN Physicians and University of MN.
- Act as a key collaborator with the FPAN board, committees, admin council, clinic members; and leaders from Fairview, University of Minnesota Physicians, and University of Minnesota, seeks to collaborate with other healthcare networks, payers and communities to integrate activities effectively across the system/community while identifying opportunities for synergy.
- Serve as a thought leader in network performance, use of technological tools and solutions, metric reporting (where applicable), customer (clinic member) resources and service. The Executive Director Will assist with the board, and various committee meeting required for network collaboration.
- Monitor and implement all FPAN Board policies
- Credibly balance the interests of the network with those of individual clinics, ability to discern and act as appropriate
- Design a business development strategy across FPAN.
Qualifications
Required
Education
- Bachelor’s degree
Experience
- 8 years progressive health care experience including 5 years of leadership in a health care setting.
- Comprehensive understanding of financial, political, organizational issues and environmental forces facing physician groups.
- Management experience.
- Excellent communication – all kinds, process improvement, project management and presentation skills.
- Demonstrated success in building relationships, working collaboratively, and working with multi-disciplinary teams.
- Significant knowledge of healthcare reimbursement and payment methodologies, contracting and negotiations
Preferred
Education
- Masters in Business Administration or Masters in Health Care Administration
Experience
- Experience Leading a Clinically Integrated Network
