Job description

Moving towards the digital networks of the future also means closing the book on the infrastructure of the past. For that reason, we have recently created a Telecoms Modernisation Team which will monitor how the telecoms industry is working to replace legacy equipment with modern and digital alternatives. This includes the once in a lifetime transition from analogue to digital landlines (“the PSTN migration”), and the switch off of 2G and 3G networks.

The PSTN network is used by over 300 types of devices, many of which are safety-critical. Proper planning for this transition is vital, and is a top priority for DSIT ministers. If we succeed, we can improve how British citizens and businesses engage with the digital world. At the same time, the team’s mission is to make sure that the most vulnerable in society are protected and supported throughout the transition, and risks do not materialise.

Person specification

1. Lead a team of 8 in a fast-paced and high profile area

2. Leading cross-Government efforts to ensure the public sector is prepared for the technology upgrades, building relationships with other Government Departments, Local Government, and other stakeholders.

3. Monitoring industry efforts to migrate services and devices to modern fixed and mobile telecoms networks.

4. Developing policy to mitigate the risks of migration. This includes considering vulnerable customers; rural households; security and resilience implications; and more.

5. Leading on risk management and reporting towards DSIT’s ministers and senior officials, as well as towards OGDs including No10 and Cabinet Office.

Skills and Experience 

1. Experience of leading high-performing teams in fast-paced policy areas.

2. Experience of developing policy solutions to complex problems

3. Experience of building stakeholder relationships across organisational boundaries

Office attendance

The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK.
