Global Communities is seeking a Regional Administrative and Finance Lead (RAFL) for the anticipated CDC PEPFAR HIV Prevention, Care and Treatment Program in Central America. This five-year, $85M program will enhance the capacity of El Salvador, Guatemala, Honduras, Nicaragua and Panama to address gaps in HIV prevention, diagnosis and treatment and accelerate progress towards achieving the 10-10-10 prevention objectives and 95-95-95 care targets. The program is expected to provide technical assistance to Ministries of Health (MoH) and other relevant stakeholders to prevent new infections; increase knowledge of HIV status and early diagnosis; improve treatment outcomes among people living with HIV (PLHIV) and enhance skills of healthcare workers involved in HIV prevention, testing and treatment services.

The RAFL is responsible for the primary oversight and leadership of all financial reporting and administrative operations of the program. In particular, the RAFL oversees financial operations for the program and conducts continual reporting, in accordance with Global Communities and CDC requirements, to ensure the financial health of the program and the compliant and efficient usage of funds. Responsibilities

The RAFL, reporting to the RPD/C, will oversee the financial and administrative requirements of the program, including financial reporting and partner financial management. S/he will be responsible for budget management and the preparation of relevant financial reporting to the donor. S/he will oversee a team of other financial and administrative professionals in support of the efficient functioning of the program. The RAFL will:

  • Supervise relevant program finance and administrative (e.g., HR, procurement, logistics, and information technology) project staff located throughout the Central America region.; work with established Global Communities Honduras staff providing HR, procurement, logistics, and administrative support across Global Communities’ Honduras portfolio.
  • Provide financial management and analysis for all aspects of the program, including timely financial reporting in line with CDC requirements.
  • Develop and maintain sound financial management and reporting systems in line with CDC rules and regulations, Global Communities’ policies and procedures and accounting principles.
  • Manage the program budget, ensuring all costs incurred are accounted for and in compliance with local laws and CDC regulations.
  • Liaise with Global Communities and donor legal advisors to ensure compliance with all local laws and regulations, including accounting and labor laws, as well as with CDC rules and regulations.
  • Serve as the focal point for internal, government and/or donor audits and follow up on and implement on a timely basis the recommendations resulting from these audits.
  • Provide financial control, develop financial reports and make recommendations to RPD/C and the Global Communities Global Support Team (GST) on budget expenditures.
  • In partnership with GST and Program Management Team (PMT) representatives, lead, prepare and analyze the bi-annual budgeting & monthly projection processes; monitor progress and changes and keep the PMT informed of the program’s financial status. Monitor program liquidity, including decisions on foreign currency transactions.
  • Develop budget scenarios and alternatives for the RPD/C’s review.
  • Maintain updated information regarding grants and contracts, reporting requirements and financial restrictions.
  • Provide input and oversight on all program related financial matters.
  • Provide technical assistance to improve partners’ systems of internal control and financial management. Monitor partners’ management of funds and cross check source documents.
  • Advise program staff on financial health through the provision of regular and timely financial expenditure reports.
  • Establish and maintain financial controls and procedures for the management of funds and subcontracts.
  • Mentor and build the capacity of staff.

Qualifications

  • Master’s degree (or equivalent) in a related discipline (e.g., finance, accounting or business) with a minimum of eight (8) years of experience in positions related to finance, accounting, human resources (HR) and/or administration; OR
  • Bachelor’s degree in a related discipline (e.g., finance, accounting or business) with a minimum of ten (10) years of experience in positions related to finance, accounting, HR and/or administration.
  • At least five (5) years of experience managing finance, some of which was for a USG-funded program or relief effort of similar size and scope. Experience working with a national/international non-profit organization in senior grants accounting and compliance management is preferred.
  • Certification as a certified public accountant is required.
  • In-depth understanding and experience of working with proposals, contracts and cooperative agreements from institutional donors is preferred.
  • Experience in complex planning and budgeting processes, including the ability to provide clear guidance on donor policies and procedures, is required.
  • Experience with financial management training, sub-grantee financial reports and audits is required.
  • Substantial experience in Central America is required.
  • Evidence of strong budgeting, reporting and organizational skills is required.
  • Ability to set up financial regulation systems with partner organizations to ensure the efficient and accurate disbursement of funds is required.
  • Knowledge/experience with CDC rules and regulations is preferred; experience managing CDC contracts preferred.
  • Demonstrated experience and understanding of relevant local laws, regulations and policies is required.
  • Management/supervisory experience is required.
  • Evidence of effective communication skills, both oral and written; strong interpersonal abilities and analytical skills are required.
  • Languages: Full Professional Proficiency in spoken and written Spanish AND English is required.
