General Description of the Programme:

GOAL has been working in Syria since 2013, responding to the acute needs of conflict-affected communities. GOAL is working in Idleb Governate, both through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, and provision of Water, Sanitation and Hygiene (WASH) through support to Water units, as well as emergency support to recently displaced households.

GOAL has been working in North Aleppo Governate since 2019, through direct implementation and through partners, delivering food, non-food programming to highly vulnerable populations, as well as emergency support for recently displaced household.

Job Summary:

The IT Officer is responsible for ensuring the smooth and efficient operation of the organization’s IT infrastructure. This role involves daily management and maintenance of hardware and software systems, implementation of IT policies, and support for end-users. The IT Officer will also focus on improving IT services, ensuring data integrity, and supporting various technology upgrades and installations.

Duties, objectives and competencies

Key Responsibilities:

  • Daily Operations:

    • Develop and implement a daily plan to ensure efficient task execution and timely resolution of IT issues.
    • Conduct routine checks to ensure all PCs are equipped with up-to-date anti-virus software and approved applications.
  • Hardware and Software Maintenance:

    • Ensure all laptops, tablets, PCs, printers, scanners, and other IT devices are maintained to a high standard and functioning correctly.
    • Maintain and update wired and wireless communication equipment to ensure optimal performance.
  • Security and Compliance:

    • Apply and enforce GOAL IT policies and ensure all IT equipment and systems adhere to these policies.
    • Ensure internet security filters and roles are functioning correctly and update them as needed.
  • Data Management and Backup:

    • Uphold backup standard operating procedures (SOPs) and ensure data integrity.
    • Perform monthly test restores to verify backup effectiveness and reliability.
  • Network and Infrastructure:

    • Maintain and enhance office cabling to meet high standards.
    • Monitor and check, Solar power systems, CCTV, wired and wireless devices, and any other IT infrastructure regularly for alerts or issues.
    • Ensure the environment housing IT equipment, cooling, is properly maintained.
    • Work to maintain the VSAT internet connection.
  • User Support and Training:

    • Provide technical support to staff for issues related to laptops, tablets, and other IT devices.
    • Support the installation and use of the Commcare program for the relevant departments.
    • Promote and assist with the adoption of GOAL’s intranet and SharePoint packages.
  • Project Management and Upgrades:

    • Plan and execute IT upgrades, such as systems firmware and Windows upgrades.
    • Install and configure routers and mobile boosters for offices as needed.
    • Contribute to the development and improvement of the organization’s internet network.
  • Proactive Improvement:

    • Identify and implement opportunities for enhancing IT services and infrastructure.
    • Be prepared to work outside regular office hours as necessary to address critical issues or perform upgrades.

Requirements (essential)

  • Bachelor’s degree in information technology, Computer Science, or a related field. Relevant certifications are a plus.
  • Proven experience in IT support or a similar role with strong technical troubleshooting skills.
  • Knowledge of network administration, cybersecurity, and IT infrastructure management.
  • Excellent communication skills and a customer-focused approach.
  • Ability to manage multiple tasks and projects efficiently.
  • Willingness to adapt to new technologies and evolving IT needs.

Requirements (desired)

  • Relevant IT certifications such as CompTIA Network+, CompTIA Security+ or similar.
  • Advanced knowledge of network design and implementation, including LAN/WAN, VPNs, and firewalls.
  • Exceptional verbal and written communication skills with the ability to convey technical information clearly to non-technical users.
  • Knowledge of IT asset management and inventory control.
  • Advanced problem-solving abilities with a demonstrated capacity to handle complex technical issues and provide effective solutions.
