Subject Matter Expert in Digital Health

The project focuses on creating, executing, and evaluating capacity-building initiatives related to digital health subjects. These topics include foundational aspects of digital health, project management, and IT governance. The target audience comprises government partners, system users, developers, digital health implementers, policymakers, and other relevant stakeholders. Additionally, the project will provide capacity-building activities for specific systems and digital health tools, such as interoperability standards, that need further development for effective implementation and rollout.

The SME in Digital Health is expected to support and provide technical knowledge in the following services and activities along with supporting team:

Sub-categories of services will include:

1. Assess of current digital health capacity development services and modules to guide training design.
2. Create and validate digital health training design.
3. Identify and analyze training needs.
4. Develop, test, and produce digital health training materials, both printed (e.g., manuals) and electronic (e.g., online modules), as appropriate based on the training design. Ensure that these materials comply with industry standards and local policies (e.g., DOH standards for online training).
5. Plan, organize, and facilitate training sessions around digital health or new information systems.
6. Assess data and review digital health capacity building activities, methodologies, and tools or artifacts.

Typical activities will include but not limited to:

1. Developing comprehensive digital health training design.
2. Develop and create training materials and artifacts such as manuals, training video, online modules.
3. Organize and implement training activities on digital health topics or digital systems/tools/services.

Education/Training: Advanced university degree (master’s or PhD) from a reputable institution in Digital Health or Health informatics

Language: Filipino and English

Professional experience:

• At least 7 years of experience in designing, architecting, and deploying digital health and information systems solutions, including electronic medical record systems, decision support tools, and client communication platforms. This includes familiarity with adopting key health standards and reference architectures where applicable.
• Proven experience in implementing digital health solutions or providing technical assistance in the field of digital health.
• In-depth knowledge of digital health, eHealth, or health informatics, with a strong understanding of the country’s digital health landscape, including ongoing and planned programs, key experts, and major stakeholders..
• Extensive experience working with government entities to design and/or implement digital health solutions or related initiatives.
• Demonstrated involvement in projects or programs related to digital health, eHealth, or health informatics.

Preferred Criteria:

• Worked with the development sector on a consultancy basis;
• Has expertise in analyzing digital health programs; and
• Has project management experience .
