Accountable to:HR DirectorTallaght University Hospital (TUH) is one of Ireland’s largest acute teaching hospitals, adult, psychiatric and age-related healthcare on one site. The Hospital has 450 adult beds with over 3,500 people on staff and more than 60 different nationalities represented. The Hospital is a provider of local, regional and national specialties. It is a designated trauma unit incorporating the National Pelvic and Acetabular Unit, a regional Urology Centre and the second largest provider of renal dialysis services in the country.One of the two main academic teaching hospitals of Trinity College Dublin – TUH specialise in the training and professional development of staff in areas such as Medicine, Nursing, Health and Social Care Professionals. The Human Resources Business Partner will work as part of the Human Resources Operational Management team to add value and contribute to the delivery of the Hospital’s strategy and objectives by working with clinical and operational managers as a business partner, providing professional HR advice to all staff groups.overview of role:
Key Duties and Responsibilities
- Act as a focal point for the provision of HR advice and support to assigned directorates and departments and assist with the:
- Interpretation and application of terms and conditions of service, employment law, HR circulars and/or memos and HR policies and procedures
- Resolution of employee/industrial relations issues which may involve consultation/negotiation with staff and union representatives.
- Implementation of project and change management especially where there are HR implications for the department/directorate and the overall Hospital.
- Workforce planning, by assisting with monitoring resource trends regarding recruitment and retention practice and encouraging the effective utilisation of staffing resources through the proactive use of workforce information
- Attendance Management
- Performance Management
- Promotion of Organisational Healthiness which compromises of diverse/ flexible and/or other healthy and innovative work practices to promote the health, safety and wellbeing of staff throughout the Hospital.
- Work in close cooperation with the workforce information unit in collating, analysing and interpreting HR performance management data, (e.g. staffing numbers, absences, staffing profiles etc.), as required to assist directorates/departments in achieving their service objectives, corporate milestones and supporting managerial decision making.
- Under the direction of the Director of HR and Deputy HR Director act as the lead HR contact and work in partnership as a member of the directorate /department management team, contributing to the achievement of their and HR strategic and operational objectives.
- Liaise with other HR/cross functional teams to ensure the implementation of good HR working practices in order to achieve an efficient and effective HR service throughout
- Any other duties assigned by the HR Director / HR Operations Manager
QUALIFICATIONS & EXPERIENCE REQUIRED
Must Have:
- Third level qualification in Human Resource Management
- Minimum of three years related HR experience, of which at least 18 months would have included:
- Providing advice and guidance to supervisors/manager/colleagues on all HR matters including advice on ER/IR matters
- Implementing change management projects/programmes
- Maintenance of HR systems
- Track record of achievement in previous role including achieving high quality customer service
- Practical experience of use of IT systems / packages such as Microsoft Office and HR systems
- Fluent command and understanding of the English language to include spoken and written word
All Must Have criteria must be evidenced within your CV to be shortlisted.Desirable:
- Degree in in Human Resource Management or equivalent
- Relevant experience in a Health sector environment or in an organisation broadly similar size and complexity
- Experience of working in a unionized environment
- Knowledge and experience of introducing and complying with Circulars and Government policy
- Experience with HR Systems including SAP and CORE Time & Attendance and Rostering Systems
- CIPD membership

- Remuneration is in accordance with the Department of Health Consolidated Salary Scales 1st June 2024.
€57,677- €74,978 LSI
- The annual leave entitlement is 30 working days per year. The leave year runs from 1st April to the 31st of March each year.
- Normal working hours are 35 worked over 5 days. Your contracted hours of work are liable to change between the hours of 8 am to 8 pm over 7 days to meet the requirements for extended day services in accordance with the terms of the Framework Agreement.
