We are seeking a Senior Finance and Administration Manager (FAM) to support project operations for a USAID-financed five-year project that will be managed out of our Nairobi office. The FAM will be responsible for managing all project operations and finance and accounting processes, monitoring project financial accountability and performance, and ensuring the field accounting system set-up aligns with Causal Design’s and USAID financial control policies and procedures. The FAM is responsible for producing timely and accurate financial reports, identifying areas of budgetary concerns, reconciling project accounting, and providing backup documentation for all financial transactions.

2. Responsibilities

  • Maintain and ensure financial reporting following Causal Design’s and USAID accounting and financial guidelines, requirements, and compliance with local laws.
  • Ensures adherence to USAID and Causal Design’s financial and accounting policies and procedures consistent with various laws and regulations.
  • Analyze and monitor budgets and inform management regarding status.
  • Perform financial analysis to support key staff in making informed decisions.
  • Track project performance against monthly and annual budgets.
  • Prepare expenditure projections, pipelines, and cash requests.
  • Review and monitor internal control systems and procedures on a regular basis. Monitor procurement and purchase orders to ensure transparency and effective utilization of resources in compliance with USG project regulations and company Procurement Manual.
  • Prepare payment requests, vouchers, journal entries, contracts, and leases for review and approval in compliance with Causal Design’s policies and procedures.
  • Maintain all accounting records and transactions using Quickbooks accounting system.
  • Ensure all petty cash payments and transfers are properly executed.
  • Process monthly payroll and corresponding deductions and withholdings required by local laws, with further remittance of employer and employee payments to appropriate local agencies.
  • Review for accuracy and allowability local consultant and staff expense reports and prepare timely reimbursement requests.
  • Ensure submission to headquarters of accurate and timely monthly finance reports with all supporting documentation.
  • Perform month-end and year-end closing duties, such as bank and petty cash reconciliations, payroll processing, and inventory count.
  • Supervise procurement of all assets and ensure proper inventory management.
  • Assist in the conduct of internal and external audits.
  • Supports staff and consultant recruitment efforts and processes, compensation benchmarking, salary adjustments and negotiations. Manage short-term local consultants.
  • Organize and supervise the work of finance and administrative unit personnel to ensure its effective and efficient operation and timely submission of financial reporting to the home office. Oversee that travel logistics are arranged in line with USAID regulations and Causal Design’s policies and procedures.

3. Qualifications

  • Master’s degree in Accounting, Finance, or a related field with a minimum of five (5) years of relevant work experience, OR a Bachelor’s degree in Accounting, Finance, or a related field with a minimum of seven (7) years of relevant work experience.
  • Certified Public Accountant (CPA) preferred.
  • Supervisory experience preferred.
  • Strong knowledge and experience with QuickBooks and Excel.
  • Experience overseeing finance and administration for complex, USAID-funded projects.
  • Experience and knowledge of USAID federal accounting procedures and regulations.
  • Familiarity with applicable U.S. Government procurement rules and regulations.
  • Excellent English writing and speaking skills (ILR minimum S4 and R4).
  • Strong organizational and interpersonal skills with the ability to communicate effectively across all levels of the organization.
  • Resourceful in resolving issues and initiating solutions.
  • Previous experience working in difficult-to-reach areas of the East Africa region.
