This position is responsible for the design, installation, maintenance, and monitoring of all enterprise LAN, WLAN and WAN. The primary duties include network backups, network infrastructure device installation/maintenance and top-level network troubleshooting for the organization.

MINIMUM QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Bachelor’s degree in Information Technology, Computer Science, Computer Engineering, Electrical Engineering, Electronics, Mechanical, or Management Information Systems.

2. OR Associate degree in Information Technology, Computer Science, Computer Engineering, Electrical Engineering, Electronics, Mechanical, or Management Information Systems AND One (1) year of experience implementing and troubleshooting Local Area Networks (LAN), Wireless Local Area Networks (WLAN) and Wide Area Networks (WAN).

3. OR High school diploma or equivalent AND Two (2) years of documented experience working in an enterprise-class network implementing and administrating various Cisco and/or other vendor(s) network and security equipment.

4. Internal employees must meet all mandatory competencies in current position in order to qualify for promotion within IT.

PREFERRED QUALIFICATIONS:

EDUCATION, CERTIFICATION, AND/OR LICENSURE:

1. Cisco Specialty Certification.

2. Network management or monitoring specialty certification.

CORE DUTIES AND RESPONSIBILITIES: The statements described here are intended to describe the general nature of work being performed by people assigned to this position. They are not intended to be constructed as an all-inclusive list of all responsibilities and duties. Other duties may be assigned.

1. Network Design: Plans network construction and cabling installations. Supports all network architecture. Performs basic initial configuration of networking equipment inducing initial device testing, non-production code upgrades, and site documentation. Assists with wireless access point installations, client device configurations, wireless coverage testing, and wireless documentation. Conduct regular wireless RF surveys and provide the team with detailed results.

2. Network Support: Supports data communications networking equipment installations. Completes basic microcomputer operation and configuration. Troubleshoots data communications networks. Performs small hand and power tool work. Performs network daily, weekly and monthly tasks. Assists Network and Security Engineers with configuration issues. Assists Network and Security Engineers with all documentation, labeling, and monitor system updates.

3. Security Design: Thorough understanding of Network security designs. Knowledge of firewalls, load balancers, reverse proxies, VPN appliances. Educates staff on security issues. Follows documented security policies and procedures. Assists team with managing and verifying external DNS configurations.

4. Security Support: Educates customers on security issues and how to protect the network and the data. Responds to reported machine compromises. Develops awareness of well-known ports and associated vulnerabilities. Maintains appropriate documentation during investigations. Performs security daily, weekly and monthly tasks. Assists with Mobile Device Management end user device setup.

5. Troubleshooting: Uses basic network diagnostic tools (ping, traceroute, etc.). Researches problems and recommends solutions. Uses various operating systems and Unix tools. Interacts directly with customers concerning problem support. Uses ticketing systems to document and respond to user issues in a timely fashion. Establishes baseline speed tests for existing circuits and documents changes monthly. Uses critical thinking skills in a team environment to diagnose issues/incidents.

6. Project Coordination: Reviews, identifies and documents any issues, barriers, or risks and brings them to management’s attention. Provides Project/Task Coordination Services to customers as assigned. Participates in joint application and/or technical development sessions. Apprises status, schedule variances, and outstanding issues with team members and project managers. Manages workload and balances quality of work with deadlines. Completes proper documentation of work tasks per policy. Assists in controlling project costs and communicates any project-related expenses (as assigned). Suggests ways to better accomplish assigned tasks. Successfully meets deadlines, user’s expectations and project goals. Participates in departmental and project teams as requested in a support role and reports all relevant information and/or notes back to the rest of the team. Manages expectations and engages management to review/resolve any potential changes to project scope, expected deliverables, etc. Participates in post implementation review of projects. Implement changes while adhering to the change control policy and procedures for the project in order to deliver a successful solution to the customer. Communicates to all parties the natures, significance and risk factors of corresponding projects. 

7. Data Center Management: Follows all data cabling and labeling procedures within the data center. Knowledgeable with the fire suppression systems. Completes all data center fire center safety training. Updates all rack layout and rack elevation documents as changes occur. Actively contribute to all processes associated with the data center. Installs, manages, and/or updates any data center infrastructure devices as needed including but not limited to power PDUs, KVMs, security door locks, security Cameras, and networked AC units.

8. Team Building: Performs the following core duties: participates in mentoring, training, and development of other employees. Participates in training and professional development sessions. Participates in departmental teams. Travels independently to remote sites and communicates back to the team while working offsite (if assigned). Exhibits objectivity and openness to the view of others, including patients/families and customers offers assistance and support to co-workers. 9. Technical Administration: Uses office productivity software to create and update team documents and to document network/security issues for management. Populates and maintains network information databases. Routinely performs the following duties: works with the problem tracking system to monitor network problems. Stays aware and current with recent developments in network technology.

10. Video Conferencing: Ability to test, troubleshoot and work independently to resolve both customer and executive issues or problems. Develop and utilize tools to monitor audio and video quality across the network in real-time. Provide training to the Service Desk and other IT administrators on the administration and support of video conferencing equipment.

11. Adheres to the established policies of the West Virginia United Health System (WVUHS) as well as the policies of the entity or entities where the IT team member is assigned to work and/or employed.

2. Employee must be able to respond quickly to visual and audible alarms generated by the systems that automatically monitor network devices.

3. Employee must be able to distinguish between Red, Blue, Green, Brown since work in the closet may require working with cables that are color coded.

SKILLS AND ABILITIES:

1. Demonstrated knowledge of managing desktop PC configuration in an enterprise-computing environment.

2. Basic knowledge of the implementation and troubleshooting of switching and routing.

3. Knowledge of commonly used network routing and switching protocols such as, TCP/IP, UDP, RIP, EIGRP, STP, etc.

4. Basic knowledge to design, implement, and support multiple LAN/WLAN/WAN topologies.

5. Ability to handle and maintain confidential information.

6. Ability to work well under high stress conditions.

7. Ability to work independently or cooperatively as a team member. 

8. Ability to adapt to various workloads and assignments.

9. Ability to work with multi-disciplinary groups and facilitates meetings.

10. Must have reading and comprehension ability.
