Terms of Reference: GRANTS MANAGERIntroductionThe Nepal in Business (NiB) programme, launched in July 2024, is a five-year initiative funded by the Foreign, Commonwealth & Development Office (FCDO) and implemented by DAI Global. Following contract signing in mid-July, the program officially kicked off in July 2024 with a meeting at the British Embassy in Kathmandu.NiB aims to unlock economic prosperity in Nepal by fostering the growth of small and medium-sized enterprises (SMEs), creating new jobs, and driving private sector-led economic growth. The initiative also targets improving Nepal’s business environment, with a focus on five key sectors: agri-processing, light manufacturing, information and communication technology (ICT), renewable energy, and tourism. NiB places special emphasis on inclusivity, prioritising job creation for women and disadvantaged groups across three provinces: Madesh, Karnali, and Lumbini.NiB consists of two main components:■ Business Support Facility (BSF): Providing technical assistance and grants to SMEs to enhance their productivity, competitiveness, and potential for job creation.■ Business Environment Reform Facility (BERF): Engaging with government stakeholders to reform business regulations, reduce barriers to trade, and improve the overall enabling environment for businesses in Nepal.DurationDAI has secured the contract to deliver Component 1, Business Support Facility (BSF), and Component 3, Business Environment Reform Facility (BERF) of the Nepal in Business (NiB) Programme. The FCDO contract runs for an overall period of 5 years, from 15 July 2024 to 14 July 2029. This role will start from February 2024.Key Tasks and ResponsibilitiesResponsibilities· Oversee the design of the Grants working alongside the NiB team to translate programme objectives into grants.· Design and pilot innovative grant making approaches to meet the needs of private sector partners within the UK compliance framework, and update grant making practices to include lessons learned, best practices, and effective approaches.· Advise on use of different methods of identifying new partners, ideas, and opportunities.· Oversee Grants staff to ensure proper evaluation, due diligence, and technical and budget negotiations are carried out in compliance with the Grants Manual and DAI policies. Identify capacity building for grantees and ways to minimise risk.· Work closely with the MEL Director, Country Programme Manager, Private Sector Partnerships Lead, and Team Leader to ensure that these functions are efficient coordinated in grant design, reporting and management.· Oversee proper use of the grants management system and provide accurate, on-time financial progress reporting on the grants portfolio for the NiB team, DAI Head Office, and client.· Regularly review DAI grants management processes, forms, and system to find ways to be more efficient, compliant, and meet the technical objectives of the Contract.· Troubleshoot grants management challenges with grantees, NiB team, and DAI Head Office.· Perform regular spot audits of grant files to ensure completeness, accuracy, and compliance.· Supervise a growing team of Grants staff, provide on the job training and mentorship, and ensure they are carrying out their duties in compliance with the Grants Manual.· Lead grants management training for all NiB staff.· Travel throughout Nepal, as required.Qualifications· Bachelor’s degree in relevant field.· 10+ years of experience working in international business, international development. 7-8 years must be working in grants management with experience in administration of donor-funded grants under contracts programmes preferred.· Proven expertise in process management and creative problem-solving· Demonstrated exception customer relations (both internally and externally)· Excellent organisational skills with a willingness to identify time sensitive demands, prioritise, take initiative and be proactive in grants process.· Excellent communications, facilitation, negotiation, and personnel management skills; experience managing direct reports.Supervision and Location· The role will report to the Team Leader, Ratish Basnyat.· The role will be based in Kathmandu, with potential visits to the NIB’s office.Prepared by: Kate Heinrich – Jones (Country Programme Manager)Approved by: Joe Phillips (Programme Director)Closing date – 22nd December 2024
