Position Summary

Responsibilities and Duties: The Telecom Contracts Sourcing Specialist should be able to procure new subcontractors, collect qualification documentation, review subcontractor insurance COIs and policies, analyze subcontracts to ensure they meet Amentum and Amentum’s Client requirements, monitor subcontractor performance, document subcontract files in accordance with established policies and procedures, and serve as an account representative for each subcontractor. This position will sit in our downtown Philadelphia PA office.

Duties include:

  • Review, maintain, and request Certificates of Insurance and/or Insurance Policies for both suppliers and Amentum.
  • Issue review and oversee the subcontractor qualification process for assigned subcontractors including due diligence reviews.
  • Provide analysis and assessment of supplier on-boarding documentation to ensure supplier will align with Amentum safety culture while providing high-quality services meeting Amentum customer requirements.
  • Negotiate and coordinate additions, deletions, or modifications of subcontracts in concert with the Telecom Subcontracts Manager
  • Ensure supplier requirements are executed and consistent with technical, program, cost, and performance (quality and delivery) requirements.
  • Negotiation of sub-contract, including appropriate customer flow down, to support project constraints and minimize contract risk in concert with the Telecom Subcontracts Manager.
  • Manage, track and maintain any necessary Supplier Pre-Qualification Exception Requests to ensure the Ops Sponsor follows up as necessary. 
  • Oversee the overall performance and compliance of assigned subcontractors, including maintaining accurate and up to date supplier records.
  • Develop, communicate, and implement subcontracting strategies in accordance with individual program objectives while maintaining strong program and subcontractor relations
  • Engage and communicate efficiently with internal stakeholders as necessary. Specifically, regarding on-boarding of requested suppliers, status of existing suppliers and executing customer requirements.
  • Brief Subcontracts Manager and Director of Contracts on program contracts/subcontracts status.
  • Develop efficient solutions in a fast pace working environment.
  • Maintain internal and external relations – Telecom Contracts Sourcing Specialist is expected to be the supplier’s escalation path for on-boarding, general inquiries, invoicing, purchasing, etc. Familiarizing with internal stakeholders is key to directing suppliers to connect contacts to resolve issues.
  • Support in-house corporate counsel when needed in concert with Director of Contracts and Subcontracts Manager.
  • Issue and negotiate non-disclosure agreements.
  • Assist in identifying new viable candidates

Education: A recognized degree from an accredited college or university or equivalent years of work experience. 

  • Preferred Experience (not required):
  • Contract administration and/or account management
  • Paralegal or legal assistant experience
  • Data management
  • Sourcing

General Skills:

o Strong customer service and communication skills required.

o Strong observation and decision-making skills.

o Ability to organize and prioritize work.

o General knowledge of MS Office (Excel) required, Smartsheet preferred.

o Must be able to work independently, establish priorities, and meet deadlines with minimal supervision.

o Ability to multi-task and work in a fast-paced environment.

o Must be able to work in a remote environment.

o Must be eligible to work for any US Employer without current or future visa sponsorship.
