Summary A successful candidate in this position will serve as an Accountant in NNSA’s Financial Stewardship and Risk Assessment Division responsible for overseeing the adequacy of integrated contractor and NNSA financial systems, practices, controls, and financial reporting in support of NNSA’s mission. You will engage and team with high-level Department of Energy (DOE)/National Nuclear Security Administration (NNSA) stakeholders and contractors across the enterprise. Responsibilities As an Accountant for NNSA, you will: Participate in planning, execution, or oversight of accounting operations, financial oversight and compliance review functions, audit coordination and internal controls, and/or financial reporting for NNSA program. Participate in performing comprehensive reviews of the adequacy of integrated contractor accounting systems, financial accounting practices, internal controls, risks, financial performance, and selective financial reports. Provide technical advice and guidance in the application of financial management policies and procedures and updates thereto, proper accounting treatment, and reporting for activities, in accordance with Federal financial standards and Departmental directives. Provide advice and assistance to management on accounting, audit coordination, internal controls, financial reporting, and financial management matters. Research, analyze, and resolve financial questions, conflicting data, monitors, and reports status of issues to closure, and formulates recommendations for management decisions. Coordinate and perform analytical activities related to accounting, audit, and controls. Assist in developing, implementing, and using data analytics tools and techniques such as statistical modeling, data visualization, data analytics and trend analysis to identify and analyze data, solve accounting issues, provide advice, and present results. Assist legal, contract, and technical personnel in interpreting the financial implications of program, budgetary and contractual requirements, integrated contractor accounting, systems, and reporting to assure the maximum usable information at minimum cost and effort. Participate in decision-making meetings with financial, contracting, and/or program officials. Provide departmental positions, offers recommendations, alternative courses of action, answers to practical and theoretical accounting and financial matters, and financial advisory decision support to integrated contactors, Field Offices, Headquarter programs, and management. Prepare correspondence, reports, analysis, briefings, and issue papers on contractor operations and financial management activities. Attend staff meetings, program reviews and contractors’ presentations. Maintain contacts with office staff in assigned organizations and with other agency components as necessary. Maintain ongoing liaison with Field Offices and contractor staff through discussions and correspondence. Qualifications SPECIALIZED EXPERIENCE REQUIREMENTS In addition to meeting the basic education requirements for the 0510 series, applicants must have one year of specialized experience equivalent to the next lower NNSA pay band or GS grade level in the federal service, i.e., NQ-02 or GS-12. This experience may have been gained in either the public or private sectors. Specialized experience for this position is defined as: Experience in various areas of accounting to include all of the following four (4) items: Applying Accounting Principles and Financial Policy Internal Controls Analyzing financial data and reports Performing financial reviews and presenting results orally and in writing Examples of the specialized experience include but are not limited to: Experience applying financial management, accounting theories, concepts, policies, and generally accepted accounting principles in reviewing financial data, activities, and reports; and providing sound technical application to work products. Experience supporting Internal Control Program requirements. Analyzing financial data, reports, and systems. Reconciling, researching, identifying, and resolving difficult problems or discrepancies in accounting data, compiling data, and making recommendations. Experience using automated systems, software, or spreadsheets and review and data analytics tools and techniques to identify and analyze data, solve accounting issues, and present results. Performing reviews of financial activities, systems, or performance; identify and monitor issues to closure; and develop recommendations, routine reports, briefings, and correspondence to present results. “Experience” refers to paid and unpaid experience. Examples of qualifying unpaid experience may include: volunteer work done through National Service programs (such as Peace Corps and AmeriCorps); as well as work for other community-based philanthropic and social organizations. Volunteer work helps build critical competencies, knowledge, and skills; and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. CTAP/ICTAP candidates: To be considered “well qualified” you must meet all of the requirements as described in this section. If you are eligible for career transition assistance plans such as ICTAP or CTAP, you must meet the definition of “well qualified” which is defined as having a score of 85 or better. You must meet all qualifications and eligibility requirements within 30 days of the closing date of this announcement. Education Basic Requirements for Accounting Series, 0510 Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”) -or- Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related ield, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements. Education must be obtained from an accredited institution recognized by the U.S. Department of Education. Applicants who have completed part or all of their education outside of the U.S. must have their foreign education evaluated by an accredited organization to ensure that the foreign education is comparable to education received in accredited educational institutions in the U.S. A written evaluation of any foreign education must be provided with your application in response to this vacancy announcement or be received by the closing date of this announcement.
