JOB REQUIREMENTS: Responsible for the balancing and reconciliation of
assigned areas of the General Ledger. Establishes and maintains
accounting systems and procedures in accordance with County policy;
makes recommendations on the implementation of departmental accounting
system revisions to increase efficiency and effectiveness; establishes
and maintains effective accounting controls. Assists in completing tasks
for other financial staff. Trains staff on policies and procedures in
order to ensure accurate financial information. Reviews and reconciles
financial ledgers and records; prepares financial statements and
reports, general and subsidiary ledgers and supporting schedules;
researches and resolves discrepancies. Develops and document business
processes and accounting policies to maintain and strengthen internal
controls. Coordinates complex accounting projects and initiatives with
other members of the finance team or with other departments. Monitors
departmental budget for, determining if expenditures are properly
classified; researches and analyzes transactions to resolve budget
problems; assists to prepare recommended budget documents under the
direction of the Financial Services Manager; inputs approved budget
amounts into appropriate computer system and determines carryover
balances. Assists with monthly billing, including collections of past
due accounts, as needed. Responds to public inquiries and complaints in
a courteous manner; provides information within the area of assignment;
resolves issues in an efficient and timely manner or refers to
appropriate staff. Verifies and allocates departmental purchasing card
transactions. Maintains Capital Asset system. Provides backup assistance
to other department personnel as needed. Other duties as assigned.
Maintains accounting of infrastructure, roads, bridges and culverts.
Receipts and monitors payments using assigned financial software
Processes payment plans and monitors delinquent accounts Prepares
statistical reporting Performs daily and monthly reconciliation of
financial transactions Completes mandatory annual financial reports
Imports data into cost accounting system and analyzes job costing coding
and equipment Processes daily timesheets for departmental staff
reconciling with multiple cost accounting software programs. Assists
with Year-end process, journal entries and reconciliation. Maintains
vendor information in Enterprise Resource Program Serves as backup and
assumes responsibility of the office in the absence of the Financial
Manager. REQUIRED JOB COMPETENCIES Knowledge of the principles, theories
and concepts of accounting including Governmental Accounting Board
Standards (GASB) for all fund types. Skill in preparing accounting
transactions, financial statements, and reports. Skill in applying
accounting principles to work activities in a municipal accounting
system. Skill in conducting thorough analytical work, including
designing statistical analyses of budgetary information. Knowledge of
County programs, funding sources, and specific regulations governing
expenditures and revenues. Knowledge of the County’s and Department’s
operating requirements, policies, procedures, and practices; and local,
State, and Federal regulations related to department programs and
operations. Knowledge of principles and practices of budgeting, fiscal
management, project management principles and techniques. Ability to
effectively utilize the principles of strategic and long and short-range
planning. Skill in analyzing complex administrative information and
issues, defining problems and evaluating alternatives and recommending
methods, procedures and techniques for resolution of issues. Ability to
prepare, recommend and monitor an operating budget, including line item
budgeting. Ability to establish and maintain accurate records of
assigned activities and operations. ***** OTHER EXPERIENCE AND
QUALIFICATIONS: equired 2 years: Accounting experience or related
field. Equivalent combination of education and experience which provides
necessary knowledge, skills, and abilities may be considered. Preferred
Strong attention to detail, problem solving experience & general ledger
accounting experience. Construction (Highway) or government accounting
