Responsibilities You will serve as an ACCOUNTANT in the COMPTROLLER DEPARTMENT (N8) of the NAVY RESERVE REGION READINESS AND MOBILIZATION COMMAND (REDCOM) in SAN DIEGO, CA. You will perform a variety of reviews, gathering and evaluating pertinent data. You will prepare working papers and files in accordance with command policies. You will coordinate Financial Improvement and Audit Remediation (FIAR) program requirements and efforts in support of command audit readiness goals. You will compile audits and prepare and present briefs to senior leadership. Requirements Conditions of Employment Qualifications In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized experience at or equivalent to the GS-11 grade level or pay band in the Federal service or equivalent experience in the private or public sector. Specialized experience must demonstrate the following: Experience applying a comprehensive knowledge of accounting, internal review practices, techniques and standards. Experience possessing a technical broad-based knowledge of multiple applications (e.g., accounting supply, maintenance, personnel, resources management, financial, administration, and security). Experience applying a comprehensive knowledge of analytical and evaluative methods and management techniques in order to independently review data inputs; plan, organize, conduct analyses with undefined scopes; and ultimately develop detailed, functional user requirements. Experience applying knowledge of management controls, risk management, accounting and auditing theory, concepts, practices and techniques is required along with the skill and ability to apply this knowledge to broad and complex assignments. Experience providing good communication skills to serve as the evaluator responsible for providing commands and higher echelons with detailed briefings or position papers on the adequacy and accuracy of managerial and financial accounting systems and reports within the organization. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. Education Applicants must meet the following positive education qualifications requirements of the Office of Personnel Management(OPM) Qualifications Standards Manual: Applicants must possess: Basic Requirements: (A) Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”) OR (B) Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements. *NOTE: College Transcripts from an accredited University MUST be submitted to show proof the applicant meets ALL education requirements e.g., Basic. FAILURE TO SUBMIT TRANSCRIPTS/ITEMIZED LIST WILL RESULT IN AN INELIGIBLE RATING. Additional Information This announcement uses the Certain Personnel of the DoD direct hire authority to recruit and appoint qualified candidates to positions in the competitive service. Certain incentives (such as Recruitment, Relocation or Student Loan Repayment) may be authorized to eligible selectees. Incumbent will be required to travel. Expect travel to subordinate sites as necessary to assist with Command Assessments, or conferences. The position often requires irregular hours. Overtime may be required for end of year close-out. This position is covered by the Department of Defense Priority Placement Program. Several vacancies may be filled.
