Summary This position is assigned to Farm Production and Conservation (FPAC) Business Center (BC), Financial Management Division (FMD), Policy, Accounting, and Reporting Branch. This position is responsible for providing support and assistance to program managers regarding the effectiveness and efficiency of financial management systems and practices; pertinence of accounting data and fiscal management of program operations; plan and execute modifications to accounting programs. Responsibilities You will analyze a wide variety of documents, reports, policies, operations and procedures within the assigned accounting or financial management area. You will review a variety of incoming, outgoing, and summary financial reports to ensure the accuracy, reliability, and integrity of financial operations and financial reports submitted from a variety of customers. You will examine current internal control systems to ensure that systems provide for the integrity, accuracy, and validity of reported financial data. Requirements Conditions of Employment Qualifications Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, basic requirements and specialized experience as defined below. Time in grade: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. (e.g. one year at the GS-11 grade level for consideration for the GS-12 grade level) Basic Requirements A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term “accounting” means “accounting and/or auditing” in this standard. Similarly, “accountant” should be interpreted, generally, as “accountant and/or auditor.”) OR B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant’s background must also include one of the following: Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law; A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant’s education, training, and experience fully meet the specified requirements. In addition to meeting the basic requirement, you must also meet the specialized experience as defined below: Specialized experience for the GS-12 level: To qualify for this position, you must possess at least one (1) year of specialized experience equivalent to at least the GS-11 level in the Federal service. Specialized experience is defined as: Adapting standard accounting principles, theories, techniques and procedures to solve accounting problems and analyze accounting systems; Examining accounting data/records to ensure accuracy; Utilizing automated accounting systems to develop inquiries and reports, and; Analyzing and advising on accounting and financial information for regulatory changes. THERE IS NO SUBSTITUTION OF EDUCATION FOR THE GS-12 GRADE LEVEL. Education College Transcript: If you are qualifying based on education, submit a copy of your college transcript that lists college courses detailing each course by the number and department (i.e., bio 101, math 210, etc.), course title, number of credit hours and grade earned. You must submit with your application package evidence that any education completed in a foreign institution was appropriately accredited by an accredited body recognized by the Secretary of the U.S. Department of Education as equivalent to U.S. Education standards. For Kansas City this is a NTEU Bargaining Unit position. For St. Louis and Ft Worth this is an AFGE Bargaining Unit position. When assessed through a score-based category rating method, CTAP/ICTAP applicants must receive a rating of at least 85 out of a possible 100. If selected, you will be required to submit Form OGE-450 within 30 days of your initial appointment date, and annually thereafter.
