Summary

The Agriculture Inspector Supervisor oversees inspectors responsible for investigating, inspecting, monitoring, surveying, collecting samples and other activities for one or more of the divisions of the Arkansas Agriculture Department. This position is governed by United States Department of Agriculture (USDA) regulations, state and federal laws, and agency policy.

Functions

Supervises a medium to large-sized technical staff by assisting in interviewing, hiring, training, assigning duties, and evaluating the work performance of subordinates. LIVESTOCK AND POULTRY COMMISSION: Oversees, coordinates, and may assist with program staff responsibilities including vaccinating and identifying livestock at markets and farms to ensure disease prevention and compliance with USDA and state regulation; monitoring infected herds; responding to animal health regulator complaints and ensuring compliance with Arkansas animal health regulations; responding to animal health emergencies, prepares weekly and monthly reports; and other duties as assigned. STATE PLANT BOARD: Oversees, coordinates, and may assist with program staff responsibilities including issuing certificates, quarantines, and permits; inspections of dealer records, applicator records, application methods, application sites, regulated equipment, regulated structures and regulated entities; collects samples and gathers evidence required to prepare case files in response to complaints alleging non-compliance with State Plant Board regulations; performs other duties as assigned. BUREAU OF STANDARDS: Oversees, coordinates, and may assist with program staff responsibilities including inspecting and testing weighing and measuring devices used for commercial activities; inspecting packaged commodities to determine accuracy of weight or measurement standards and compliance with labeling requirements; investigating consumer complaints and gathering evidence; preparing reports and case files; determining price accuracy in retail establishments and ensuring appropriate method of sale for receipts; confirming country of origin labeling inspection on meats, seafood, nuts, and produce; inspecting records for compliance with compliance with applicable laws and ordinances; performs other duties as assigned.

Dimensions

Frequent in-state travel and exposure to diseased livestock is required.

Knowledge, Skills and Abilities

LIVESTOCK AND POULTY COMMISSION: Knowledge of state and federal laws and regulations governing the livestock industry and agency inspections/investigations. Knowledge of field and laboratory testing procedures and requirements utilized to determine the existence of diseases. Knowledge of safety working procedures with livestock. Knowledge of basic supervisory principles and practices. Ability to perform inspections/investigations, follow proper procedures, and issue quarantines on infected and exposed livestock. Ability to monitor the interstate and intrastate movement of livestock to ensure compliance with federal and state laws. Ability to maintain records and prepare activity and monitoring reports. Ability to gather documentation necessary for prosecution of violators. Ability to plan, organize and oversee the work of subordinates. Ability to communicate effectively orally and in writing and make decisions. Ability to respond to emergency situations. STATE PLANT BOARD: Knowledge of state and federal laws and regulations governing plant, seed, pesticide, feed and fertilizer industry. Knowledge of state and federal laws, rules, and regulations governing agency inspections/investigations. Knowledge of supervisory principles and practices. Ability to perform inspections/investigations and follow proper procedures. Ability to maintain records and prepare reports. Ability to withstand hazardous environments. Ability to plan, organize and oversee the work of subordinates. Ability to communicate effectively orally and in writing and make decisions. BUREAU OF STANDARDS: Knowledge of state and federal laws and agency policies regarding measurement and weight standards. Knowledge of inspection and investigation techniques, evidence collection, applied/business mathematics, operation of test equipment and devices in the marketplace, record keeping and report writing. Knowledge of basic supervisory principles and practices. Ability to work independently, infrequently lift and carry up to 100 pounds, and frequently lift and carry up to 30 pounds and/or bulky objects. Ability to climb stairs/ladders, bend/stoop, kneel, push/pull, stand/walk for prolonged time periods, and wear personal protective gear. Ability to communicate effectively orally and in writing and make decisions. Ability to interpret/apply/enforce all applicable standards. Ability to plan, organize and oversee the work of subordinates.

Minimum Qualifications

The formal education equivalent of a bachelor’s degree in animal science, agriculture or a related field; plus three years of experience in the livestock industry, agriculture, or a related field, including one year in a supervisory or leadership capacity. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management. OTHER JOB RELATED EDUCATION AND/OR EXPERIENCE MAY BE SUBSTITUTED FOR ALL OR PART OF THESE BASIC REQUIREMENTS, EXCEPT FOR CERTIFICATION OR LICENSURE REQUIREMENTS, UPON APPROVAL OF THE QUALIFICATIONS REVIEW COMMITTEE.

Licenses

Must possess a valid Arkansas driver’s license. LIVESTOCK AND POULTRY COMMISSION: Must be able to obtain the Arkansas Beef Quality Assurance Program Certification within six months of hire date. Must have completed Certificate of Incident Command System (ICS trainings 100, 200, 300, 400, 700 and 800) from the Arkansas Department of Emergency Management (ADEM) or another certified trainer. STATE PLANT BOARD: Must have completed Incident Command System (ICS 100, 200 and two additional course) trainings from the Arkansas Department of Emergency Management (ADEM) within one year of hire date. Must have completed training provided by relevant professional organizations as required and approved by the State Plant Board Director. Must have completed CPR and Supervisor and/or Leadership training provided by the TSS – Office of Personnel Management or another certified trainer.
