Summary

The Agriculture (Agri) Law Enforcement Deputy Chief is a fully certified law enforcement officer responsible for assisting the Law Enforcement Chief in the overseeing of law enforcement activities within the Arkansas Department of Agriculture. The Agri Deputy Chief will assist with the foreign land ownership per Act 636 of the 2003 legislative session in Arkansas. The Agri Deputy Chief will investigate agricultural crimes that affect any part of Arkansas’s diverse agricultural industry and enforce the laws and regulations of all agencies under the Department including the Forestry Division, Natural Resources Division, Plant Industries Division, and Livestock and Poultry Division. Investigators work with state, local and county law enforcement to investigate crimes. Common investigations include wildfire arson, timber theft, livestock theft, agricultural and forestry equipment theft or vandalism, and enforcement of an array of Department regulations. This Position is governed by state and federal laws and agency policy.

Functions

  • Assists in the Supervision of medium-sized staff of officers by interviewing, reviewing work, training, and monitoring the job performance of subordinates. 
  • Ensures the subordinates conforms to the Arkansas Commission on Law Enforcement Standards and Training; testifies in court as needed. 
  • Trains staff in proper police work and investigation procedures. 
  • Receives information of foreign land ownership; conducts investigation into ownership and conducts analysis and investigation of ownership. 
  • Meets with educational and community groups to discuss law enforcement subjects. 
  • Performs other duties as assigned.

Dimensions

  • Works closely with Attorney General’s Office in the investigation of foreign land ownership. 
  • Ability to work with general public, other law enforcement personnel, and government officials. 
  • Frequent in-state travel and exposure to extreme weather conditions, rough terrain, and potentially hazardous and/or dangerous conditions are required. 
  • Ability to work under stressful situations.
  • Ability to pass physical fitness testing. 
  • Carrying and operating a firearm are required in the performance of job duties.

Knowledge, Skills and Abilities

  • Knowledge of principles and practices of the Arkansas Criminal Justice System, state and federal laws, rules, regulations, policies and procedures related to law enforcement standards and training. 
  • Knowledge of investigative techniques and crime scene processing. 
  • Knowledge of fire prevention and suppression methods. 
  • Ability to understand land deeds and trace ownership. 
  • Ability to create and maintain extensive case files. 
  • Ability to prepare and present training courses and educational programs and material. 
  • Ability to maintain detailed court-ready records and testify in court. 
  • Ability to maintain logs, prepare reports, and direct the preparation, handling, and maintenance of departmental records. 
  • Ability to plan, organize and direct the work of others. 
  • Skilled in the use of firearms, photography equipment, surveillance equipment, computers, audio equipment, and other law enforcement/training tools and aids. 
  • Extensive knowledge of computers and the ability to research persons and places.

Minimum Qualifications

The formal education equivalent of a bachelor’s degree in criminal justice, public administration, or a related field; including three years of experience in investigations and/or surveillance activities. Must successfully complete required courses offered by the Criminal Justice Institute, the U.S. Forest Service, and the Arkansas Law Enforcement Training Academy and qualify annually with the use of firearms. Additional requirements determined by the agency for recruiting purposes require review and approval by the Office of Personnel Management.

Licenses

Must possess an Advanced Certification or higher as Law Enforcement Officer by the Commission on Law Enforcement Standards and Training.
