Post Context/Post SummarySupreme Headquarters Allied Powers Europe (SHAPE) provides an integrated Strategic Effects framework, employing a multi-domain and multi-region focus to create a 360-degree approach, with the flexibility to enable, upon direction, a seamless transition from Baseline Activities and Current Operations (BACO) up to the Maximum Level of Effort (MLE). SHAPE supports the Supreme Allied Commander of Europe (SACEUR) in fulfilling his terms of reference, as directed by the North Atlantic Council.The Cyberspace Directorate directs, monitors and coordinates all Cyberspace Operations (CO), Electronic Warfare (EW), Electro Magnetic Spectrum (EMS) activity and Communications and Information Systems (CIS) functional area activities and staff functions across ACO.The Cyberspace Operations Centre (CyOC) is NATO’s only Theatre Component for cyberspace, providing persistent, centralised and comprehensive cyberspace situational awareness, Command and Control (C2) and execution. The CyOC is within the SHAPE establishment but with different roles and responsibilities.The Cyberspace Situational Awareness Branch is to provide the Cyberspace Operations Centre (CyOC)’s ability to incorporate the various aspects of cyberspace situational awareness, from all sources, which creates the theatre-wide cyberspace situational awareness, and integrate the cyberspace perspective into a single coherent dimension of the 360-degree approach.The Cyberspace Situational Awareness Support Section analyses technical cyberspace vulnerability assessments and instigates consequence mitigating activities.Incumbent is one of three Situational Awareness Assistants in the SA support section.Principal DutiesThe incumbent’s duties are:1) Support the Cyberspace Operations Centre (CyOC) by providing situational awareness assessments and reports.2) Document and disseminate the tactics/techniques/procedures (TTPs) to create situational awareness into the Cyberspace Common Operating Picture (CyCOP).3) Support the Situational Awareness Section Support Section in the correlation, exploitation and automation in the development of a Cyberspace Common Operational Picture (CyCOP). This includes attending stakeholder requirements gathering activities, liaising with service providers, attending activities with the view of collating, merging and collaborating various data feeds.4) Document and disseminate the commercial cyberspace data feeds information and support the development, evaluation and improvement of data collection.5) Support the development of Situational Awareness innovations that will improve the Cyberspace Operations Centre (CyOC) in the conduct of their work.6) Support the Situational Awareness Support Section in the maintenance and improvement of the cyberspace Operational Centre Portal and its availability of information to the staff(s).7) Support the Situational Awareness Support Section in the continuous improvements of the Cyber Defence Situational Awareness (CDSA) capability. This will include attending engagements with the NATO Communications Information Agency (NCIA) and other stakeholders.8) Support the development of the Cyberspace Prioritized Asset List (CPAL). This includes working with colleagues on the development of framework and process documents, engagements with ACO stakeholders and NATO Entities such as NCIA and others.Special Requirements and Additional DutiesThe incumbent may be required to undertake deployments in support of military operations and exercises, and/or TDY assignments, both within and without NATO boundaries up to 180 days. The employee may be required to perform a similar range of duties elsewhere within the organization at the same grade without there being any change to the contract.May be required to represent the CyOC Situational Awareness Section Head at meetings.May be required to make presentations of the SHAPE position on cyberspace-related subjects/issues on behalf of the CyOC Situational Awareness Section Head.Essential Qualificationsa. Professional/Experience– 1) Proven experience in Cyber Operations and/or Command and Control organizations.– 2) Proven experience in documenting and reporting the cyber tactics/techniques/procedures (TTPs) to build and maintain the cyberspace situational awareness into the Common Operating Picture.– 3) Proven experience in correlation, exploitation and automation of data to feed a Common Operating Picture.– 4) Proven experience in documenting and disseminating commercial cyberspace data feeds information and support the development, evaluation and improvement of data collection and analysis.b. Education/TrainingHigher Secondary education and intermediate vocational training in Information technology, computer science, computer networking and communications or related discipline or relevant PhD, or Secondary education and completed advanced vocational training in that discipline leading to a professional qualification or professional accreditation with 4 years post related experience.c. LanguageEnglish – SLP 3333 – (Listening, Speaking, Reading and Writing)Desirable QualificationsA. Professional/Experience1. Experience in National CIS, Cyberspace or Cyberspace Network Operations.2. Knowledge/experience of CIS, cybersecurity, risk management, and incident management. Knowledge/experience of military Command and Control. University degree, or equivalent, in relevant discipline.B. Education and Training1. Certified Information Systems Security Professional (CISSP).2. Cyberspace Intelligence and Situational Awareness.3. Prince 2 certification.4. AGILE certification.Attributes/CompetenciesPersonal Attributes: The incumbent of the post should be:1. Self-starter and analytical able to explain complex technical matters with clarity and accuracy.2. Team worker, team builder and leadership provider.3. Conceptual thinker who must adapt/ react to the realities of the rapidly changing nature of the cyber domain.Professional Contacts: This incumbent of the post must be able to collaborate with various technical cyber experts at different NATO entities, counterparts in National cyberspace operations centers, and industry. He/she maintains liaison with NATO HQ C3S, NCIA, other various Host Nations, as well as CIS Operating authorities.Contribution to Objectives: Analyses technical cyber vulnerability assessments and instigates consequence mitigating activities to include:1. liaises with industry partners. Works with NCIA Cyber Security Service Line cyber analysts and technical leads to synthesize, fuse and analyze2. cyber indicators of compromise and warning for cyber SA dashboards, reporting and future cyber requirements.Duration of contract: Serving staff members will be offered a contract according to the NATO Civilian Personnel Regulations (NCPR).
