Job Title: Business Analyst – Strategy, Planning and Performance (SPP) Counter Terrorism Policing HQSalary: The starting salary is £45,073, which includes allowances totalling £2,841.The salary is broken down as £42,232 basic salary, which will increase annually until you reach the top of the scale £50,385. It ensures that CTP has effective strategies, policies, and plans in place, along with the capabilities it needs to keep the UK and its interests protected.As a Business Analyst within SPP, you’ll take on a vital role, where you’ll undertake analysis and design to ensure that CTP’s business architecture aligns with its strategic direction and core products, for example Baseline and future operating models. It means reporting to a senior analyst and conducting research and analysis to continuously assess problems and opportunities. You’ll then make recommendations to help us improve and advance.It’s a varied role where you could be you could be designing, developing, and maintaining core business architecture artefacts one day, and contributing to change initiatives the next. Whatever the task, you’ll bring high-level skills, enabling you to undertake the review and assurance of business design activity and outputs so they’re in tune with strategic requirements.To join us, you’ll need a good understanding of all levels of business analysis and design (conceptual, logical, and physical) including formal methodologies. We’ll also be looking for proven experience developing business operating models and reviewing and enhancing business cases and detailed design documents. We ensure that CTP has effective strategies, policies, and plans in place, along with the capabilities it needs to keep the UK and its interests protected. Aligned to the government’s CONTEST and other National Security Strategies we set out clear, strategic direction, ensuring that CTP targets its investment on the right things. We deliver and assure this by establishing clear implementation plans with performance metrics that are monitored and delivered through effective governance structures.Business Analysts undertake a vital role within the pillar undertaking analysis and design activity to ensure that CTP’s business architecture aligns to strategic direction and core products (e.g. baseline and future operating models). Reporting to one of the Band B’s in the Planning and Design team, this role will conduct research and analysis to continuously assess problems and opportunities, and make recommendations to help organisations improve their processes, systems and ultimately their overall performance.Key TasksThe post holder will be required to do the following:

  • Undertake design activity to develop and maintain core business architecture artefacts (e.g. Future Blueprint, Baseline Operating Model, Service Catalogue).
  • Working closely with change initiatives, complete analysis, and high-level design in support of assurance activity to identify strategic requirements, strategic alignment, and dependencies.
  • Undertake the review and assurance of business design activity and outputs, ensuring alignment to strategic direction, and core products.
  • Assist in the development and maintenance of the CTP Business Planning cycle, ensuring the articulation of a coherent, consistent, and up-to-date design methodology.
  • Represent the pillar and by extension CTPHQ at key strategic meetings and boards both within the CTP Network.
  • Working closely with all other CTHQ pillars (of note: Change, Strategic HR, Finance, Data & Analysis), CT Policing Network and key stakeholders.
  • Continuous engagement and analysis of clusters of capabilities to support leads with the identification of problems and opportunities in line with strategy.

  • Good understanding of all levels of business analysis and design (conceptual, logical, and physical)
  • Experience of undertaking business analyst activity using formal methodologies and approaches, including horizon scanning, collecting, and analysing complex data in order to provide concise and meaningful recommendations.
  • Experience of developing business operating models
  • Experience in reviewing and enhancing business cases and detailed design documents throughout the project lifecycle with a good understanding of the change lifecycle and business case development.
  • Experience of working with various stakeholders within a large organisation including managing expectations and dealing with conflicting requirements and priorities, with the ability to identify and engage stakeholders at all levels (internal and external)
  • Understanding of the CT Policing Network and partner agencies

Desirables

  • Professional Business Analysis qualification by examination (e.g. BCS BA Diploma)
  • Experience of working in a policing and/or security environment
  • Experience of building confidence with stakeholders and relationships at all levels
  • Strong understanding of the CT Policing Network; including London (MPS), National (UK Force wide) and international responsibilities; relationships with Government, security, and intelligence agencies; and governance arrangements, with a good understanding of CTP related strategic aims, interdependencies, and constraints.
  • Experience of working in a challenging, change-driven environment.
