Job summary

The Fixed Telecoms team drives work to deliver connectivity to people across the UK. Our mission is to deliver gigabit-capable broadband to everyone in the UK in a cost-effective way that also promotes competition in the market. The team covers issues from Government-funded delivery, regulation of the commercial market, and the switch-off of older copper and 2G networks. This is a high-profile Deputy Director role with significant amounts of Ministerial and Parliamentary engagement and busy portfolio.

Job description

Key Responsibilities 

  • Lead a diverse team of over 30 people with all staff having clear objectives, development plans, and a positive sense of how they feed into wider goals.
  • Play an active part in the wider leadership of the Digital Infrastructure Group, making this a great place to work.
  • Lead Government policy on fixed telecoms issues – setting the overall strategy to deliver gigabit connectivity across the UK.
  • Provide robust and supportive sponsorship of Building Digital UK – the Arm’s Length Body delivering subsidised digital infrastructure projects. This includes providing policy leadership on Project Gigabit, a multi-billion pound Major Project delivering.
  • Develop policy to address barriers to telecoms rollout, working across planning and regulatory issues. Building strong relationships with other Government departments to advance our agenda.
  • Monitor risks with PSTN (copper landline) and 2G switch-off, ensure Ofcom are protecting consumers effectively, and mobilise the power of Government to smooth the transition. This requires delivering through industry and other Government Departments – you will need strong influencing and negotiating skills.
  • Develop policy regarding connectivity for Very Hard to Reach Properties.
  • Build strong relationships with stakeholders across the fixed telecoms sectors and be the Government expert on the sector.

Office attendance

The Department operates a discretionary hybrid working policy, which provides for a combination of working hours from your place of work and from your home in the UK. The current expectation for staff is to attend the office or non-home based location for 40-60% of the time over the accounting period. Senior Civil Servant (SCS) staff are expected to aim for closer to 60% of the time at an office or non-home based location over the accounting period.
