Counterpart International is seeking a Director of Finance and Administration to oversee financial and operational management of the upcoming USAID Burundi Itongo Ryanje, Itunga Ryanje Activity. The overall objective of the Activity is to improve the livelihoods of women growers and small holders in Ngozi province, Burundi, and subsequently improve their ability to influence their family and community due to increased social status. The Activity will support land titling and certification, improve agricultural productivity and climate resilience, and increase women growers’ access to resources and markets.

The position will report to the Chief of Party. The Director of Finance and Administration will be responsible for all aspects of financial project management as well as coordination of all financial and operational activities. The director should have experience in the areas of financial management, accountability, negotiations, and auditing, as well as USAID rules and regulations.

Responsibilities

  • Establish and oversee financial management systems, procedures, and controls in compliance with Counterpart and USAID policies and procedures.
  • Provide training to financial and administrative staff on tools, policies, and procedures.
  • Manage the program budget and oversee all financial and grant disbursements and procurement.
  • Oversee the development of key Human Resources policies and ensuring adherence to Burundian labor laws
  • Establish, collect, and analyze records, policies, operating practices, documentation, and transactions; including preparing and presenting audit reports.
  • Recommend opportunities to strengthen internal controls and assist with corrective action planning.
  • Provide oversight of procurement processes and ensure all service provider agreements and contracts are up to date.
  • Coordinate monthly requests for funds, based on budget and cash flow projections, to ensure the project has all necessary funds for operations.
  • Monitor program burn rate and supporting development of pipelines, burn rate trackers, accruals, and spending projections.
  • Oversee payroll procedures for national staff, and monitoring employee time keeping.
  • Prepare monthly financial reports, ensuring all vouchers are uploaded to records repository and oversee QB database.
  • Provide training and technical assistance in financial management to local sub-grantees.
  • Assist with preparation of financial reports to USAID.
  • Supervise day-to-day operations of finance, grants, IT, procurement & HR functions and/or staff.

Qualifications

  • A university degree in finance, business administration, or a related field; master’s preferred.
  • A minimum of 10 years of progressively responsible experience in financial and grants management on donor-funded international development projects; USAID experience preferred.
  • Proven experience of managing the finances of multimillion dollar, multi-year projects.
  • Knowledge of Burundian financial and accounting requirements.
  • Demonstrated knowledge of US Government rules, regulations, policies, and procedures.
  • Knowledge of MS Word, Excel, and QuickBooks accounting software.
  • Excellent organizational, analytical, oral and written communications skills.
  • Demonstrated supervisory and leadership skills.
  • Ability to work well in a team environment
  • Prior work experience in Burundi or the region.
  • Fluency in English and French required; Kirundi preferred.
