Position Summary

Momentum Wheels for Humanity is seeking a Director of Finance and Grants Management for the anticipated five-year USAID Rehabilitation for Ukraine (Rehab4U) Activity in Ukraine. The goal of the project is to create sustainable quality physical rehabilitation services within the health system across all levels of care, including the primary health care (PHC) level, by addressing both urgent, short-term gaps and long-term systems requirements. Sustainable, quality, physical rehabilitation services will enable all Ukrainians to optimize their functioning, fully integrate within society, and participate in the economic recovery and growth of the country. The Director of Finance and Grants Management will work closely with the COP to oversee all financial and grant functions, ensuring that objectives are met on time and within budget. Focused on finance and grant operations, she/he will oversee Activity implementation, compliance, financial management, budgeting, small grants management, operations, and logistics. Together with the COP, she/he will oversee a large portfolio of subgrants and subcontracts. Applicants must be willing and able to work in Ukraine, as this position is expected to be full-time and based in country.

This position is contingent upon project award and funding.

Expected Duties and Responsibilities

The Director of Finance and Grants Management will have the following responsibilities:

Provide financial, compliance, and budgetary oversight for Ukraine projects

  • Direct and manage finance and administration staff to ensure effective and timely support of project activities
  • Orient and train staff on donor and organizational policies and procedures as required
  • Ensure program activities are implemented in compliance with donor regulations, local law, and MWH policies and procedures
  • Review and approve country office funding requests, payment requests, and other accounting documents in accordance with MWH policies, donor regulations, and Ukrainian law
  • Actively support and oversee timely, complete, and accurate MWH monthly financial reconciliation process
  • Finalize financial reporting and ensure all balance sheet accounts are reconciled accurately each month
  • Perform spot checks and regular reviews of financial transactions and supporting documents
  • Provide oversight for project budgets and ensure spending rates are on target
  • Work closely with the Chief of Party and Deputy Chief of Party and project team to ensure that implementation plans and financial spending are in line with approved budgets and workplans
  • Prepare budget analyses and update budget forecasts together with Ukraine program team members to synchronize program and financial decision-making processes
  • Support Chief of Party, Deputy Chief of Party, technical staff, and partners in costing of program activities
  • Lead country-level development of new budgets for proposals and costed extensions
  • Review required VAT reports and other required donor and government financial reports for accuracy
  • Cooperate with accounting and payroll agencies in country to ensure proper and timely accounting and payroll calculations according to Ukrainian laws and regulations
  • Together with the Chief of Party and Deputy Chief of Party, ensure that control systems are in place to ensure that project finance are well managed, and that staff act in full compliance with MWH and donor regulations and standards
  • Train staff and consultants on awareness measures for the prevention of fraud, bribery, and corruption
  • Develop, refine, and institute country- and project-specific financial, operational, procurement, and fraud prevention policies for Ukraine as needed

Provide grants management oversight for portfolio of subgrants and subcontracts

  • Oversee small grants funding program, including administration of applications, reviewing and approving grant proposals, and reporting to the donor as needed
  • Review subpartner proposals and budgets to ensure alignment with project objectives
  • Orient and train subpartners on donor and organizational policies and procedures as required
  • Provide oversight for subpartner project budgets to ensure spending rates are on target
  • Lead stakeholders, project staff, and subpartners in financial forecasting and budget preparation
  • Actively engage with subpartners to ensure timely, complete, and accurate quarterly reporting and budget reconciliation process and respond to subrecipient compliance and reporting questions
  • Oversee reviews of subpartner financial reports and conduct spot checks of supporting documents
  • Review subrecipient financial reports and documentation for compliance with donor regulations and local law and accounting practices
  • Review required subpartner VAT reports for accuracy

Provide operational and logistical oversight for Ukraine projects

  • Direct and manage operations, logistics, and procurement staff to ensure effective and timely support of project activities
  • Oversee the management of MWH offices and facilities, including facilities; equipment; and property and staff insurance
  • Review and approve procurement documentation, contracts, and contract modifications up to established thresholds
  • Advise staff on operational and procurement questions and escalate issues to HQ as needed
  • Direct project inventory tracking and reporting and oversee the preparation and submission of quarterly and annual inventory reports to HQ
  • Ensure operational, logistical and procurement activities are implemented according to MWH policies, standard operating procedures, local laws, and donor regulations

Perform other assigned duties and responsibilities as assigned

Minimum Qualifications and Experience

  • A bachelor’s degree or equivalent in finance, business administration, accounting, or related area; master’s degree strongly preferred
  • At least five years of project-based finance, operations, and grants management experience, preferably within the Ukrainian health sector
  • Prior senior experience managing large project budgets, and analyzing and reporting on project expenditures
  • Prior experience working with USAID financial systems or with the systems of other international organizations or donors
  • Prior experience managing small grants program and overseeing subrecipient compliance and reporting
  • Demonstrated flexibility in responding to donors’ financial requests
  • Strong prior experience supervising office operations, procurement, and logistics with staff supervision responsibilities
  • Experience working with national governmental agencies, international NGOs, and/or multilateral organizations
  • Ability to set clear goals and manage progress toward them
  • Ability to work well independently and with a team
  • Excellent interpersonal, written, and verbal communication skills
  • Detail-oriented with good organization and prioritization skills
  • Excellent computer skills with proficiency in Microsoft Office and Outlook, and knowledge management platforms such as Dropbox or Box
  • Written and spoken fluency in Ukrainian desirable
  • Written and spoken fluency in English required
