Job Description and Duties

THIS POSITION MAY BE ELIGIBLE FOR A HYBRID WORK SCHEDULE. THE AMOUNT OF TELEWORK IS AT THE DISCRETION OF THE DEPARTMENT AND IS SUBJECT TO CHANGE AS BUSINESS NEEDS ARISE.

THIS IS A BILINGUAL – SPANISH POSITION; MUST BE ABLE TO PASS A BILINGUAL – SPANISH FLUENCY EXAMINATION.

Do you like to work outdoors? Are you interested in working with the California Farmworker population? If so, this is a position for your skill set. The position requires half time in-person outreach to the Migrant and Seasonal Farmworker (MSFW) population in locations where farmworkers work and congregate and half time housing inspections, assisting in the successful implementation of the Foreign Labor Certification, H-2A Temporary Agricultural Program (H-2A Program) administered by the U.S. Department of Labor (DOL). Duties include presenting information and offering assistance regarding services available from the local America’s Job Center of California (AJCC) including agricultural and non-agricultural employment. Assist with needs for training and job development and employment. Knowledgeable of the Workforce Services complaint system, other organizations serving farmworkers and farm worker rights related to terms and conditions of employment. Visits agricultural employers on behalf of MSFWs; encourages MSFWs to visit local AJCC sites; instructs MSFWs in use of the computerized CalJOBS; provides hands-on assistance in preparation of forms, referrals to employment, information on future employment opportunities; assists in the preparation and completion of Workforce Services (WS) and non-Workforce Services related complaints; and refers complaints to the Complaints Representative, and/or the manager. Prepares WS packets and gathers other materials prior to going into the field to contact MSFWs. Observes the working and living conditions of MSFWs. Develops and improves WS partnerships with public and private community agencies, MSFW groups and employers. Maintains complete records of MSFW contacts and services provided and completes required reports.

Housing Inspections: Inspects mobile and permanent employee housing units within city limits and in remote rural areas throughout the state. Performs unannounced, random field checks and field visits to job sites to ensure employer is in compliance with terms and conditions of the work contract. 

Per the Governor’s Office of California, the Employment Development Department is considered an essential department. This position requires local in-person workload, though some telework may be available. This position’s office follows the recommended safety guidance from the California Department of Public Health (CDPH) and the Center of Disease Control (CDC).

Outdoors environment, daily travel throughout the county required. Overnight travel will be required.

Background Investigation Requirement
