The United Nations Global Service Centre (UNGSC) provides critical Supply Chain, Geospatial, Information and Telecommunications Technologies services and Training to all Secretariat Entities, Peacekeeping and Special Political missions, Agencies, Funds and Programmes of the UN System Worldwide This position is located in the Environmental Technical Support Unit (ETSU), Planning and Sourcing Support Section (PSSS), Supply Chain Service (SCS), based in the United Nations Global Service Centre (UNGSC) in Brindisi. The incumbent will report to the Environmental Engineer (Waste Management) in ETSU.

Responsibilities

In line with the established United Nations Rules and Procedures, the incumbent is responsible for supporting the implementation of the Environment Strategy for Peace Operations – Solid Waste Pillar and activities pertaining to technical assistance, with focus on environmental clean-up and waste management activities associated to closure of sites liquidation, and residual liquidation activities of peacekeeping operations. In fulfilling some of the duties and responsibilities, the incumbent may be required to travel to remote locations in field missions. Within delegated authority, the Engineering Technician will be responsible for the following duties: Operations: • Documents and consolidate reports on status and completion of environmental cleanup and waste disposal activities with other units within the section, including lessons-learned from the downsizing and liquidation phases of the mission. • Coordinates with engineers and other civilian or military specialists to agree on work requirements and priorities. • Plans, directs, and coordinates activities of either UN staff and/or contractor’s staff, including outsourcing type of contracts with focus on waste and hazardous waste management, and all related administrative work and supervision of personnel, as applicable. • Supervises installation/decommissioning of engineering equipment according to applicable standards. • Makes impromptu decisions pertaining to alterations or variances in environmental projects/activities. • Oversees and evaluates works performed by contractors, with focus on verification and monitoring of hazardous waste management treatment, disposal activities, and decommissioning of assets. Administration: • Carries out and documents technical assessments such as environmental close-out assessments and their addendums, and waste management reporting, including waste inventories. • Assists in preparation of budget estimates for contractors demobilization, human resources, equipment, materials, supplies and contractual services relating to specific engineering and environmental activities. • Determines materials, dimensions and quantities to be included in project specifications. • Develops statements of work for contractual services. • Assists in technical evaluation of bids and proposals for various projects, equipment, materials or spare parts. • Plans and designs specifications for specific area of expertise projects, equipment, materials or spare parts. • Produces cost estimates for goods, services or projects in environmental and waste management. Management and report: • Oversees technical and administrative work in the technical and general engineering activities in the missions, related to environmental and waste management. • Manages budget allotments for engineering/environmental projects under his/her supervision. • Approves and follows up work orders for engineering work. • Liaises in coordination with Chief Engineer, Security and Safety, Environmental, Health and Logistics Services, DOS, Environment Section/OUSG and other stakeholders/units as required. • Monitors and reports on progress of engineering/environmental projects. • Collects and analyzes data to identify trends or patterns and provides insights through graphs, charts, tables and reports using data visualization methods to enable data-driven planning, decision-making, presentation and reporting. • Ensures that requirements and background information used for data analysis are documented. • Performs other duties as required.

Education

High school diploma or equivalent is required.

Job – Specific Qualification

Certification in Project/Program Management methodology by an accredited body (e.g. PMP, PGMP, PRINCE 2 Foundation Project Management certification or practitioner level) or equivalent is desirable. Certification in Enterprise Resource Planning based application such as SAP is desirable. Technical or vocational certificate/diploma in engineering, supply chain, environmental, or related area is desirable. Successful completion of both degree and non-degree programs in data analytics, business analytics or data science programs is desirable.

Work Experience

A minimum of ten (10) years of relevant experience in the field of engineering, supply chain or related area including at least four years of supervisory responsibility is required. The minimum of relevant experience is reduced to five (5) years for candidates who posses a first level University degree. Experience in the field of environmental management, waste management, and waste disposal is required. Experience working in support of a field operation in a post-conflict environment or other similar international organizations is desirable. Experience in data analytics or related area is desirable.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency in English (both oral and written) is required, knowledge of French is desirable.

Assessment

Evaluation of qualified candidates may include an assessment exercise which may be followed by competency-based interview.
