Our multi- and inter-disciplinary approaches to research generate unique perspectives and insights for our wide-ranging government, foundation and other NGO clients.RAND Europe’s research is rigorously peer-reviewed, draws on extensive subject and methodological expertise, and is conducted in a professional, delivery-oriented environment.Position summaryThe EU Framework Opportunities Coordinator will be responsible for identifying and managing European Union framework funding opportunities, ensuring compliance with framework contract requirements, and coordinating the proposal development process. This role requires proactive engagement with internal and external stakeholders, maintaining an up-to-date awareness of upcoming EU funding frameworks, and managing ongoing contractual obligations. The role spans the different policy areas that RAND Europe research teams work in including research and development, education, employment and health and different funders at the European level such as the European Commission, executive agencies and the European Parliament.Key responsibilitiesHorizon Scanning and Opportunity Identification

  • Monitor and identify relevant EU funding opportunities, framework contracts, and tenders.
  • Maintain an up-to-date understanding of EU policies, funding mechanisms, and procurement procedures.
  • Advise internal research teams on upcoming EU framework funding opportunities and strategic engagement.

Proposal Development and Coordination

  • Act as the central point of contact for EU framework proposals, coordinating responses from initiation to submission.
  • Analyse tender requirements, ensuring all proposal elements comply with EU procurement regulations and internal standards.
  • Coordinate inputs from internal teams, partners, and subcontractors to ensure timely and competitive submissions.
  • Assist in the drafting, formatting, and quality assurance of proposals, including CVs, references, and compliance documents.
  • Liaise with the legal team to ensure appropriate contractual arrangements are in place.

Framework Contract Management

  • Oversee the management and delivery of awarded framework contracts.
  • Act as the liaison with EU institutions, internal teams, consortium partners, and subcontractors.
  • Monitor compliance with contractual obligations and ensure timely reporting.
  • Track and document framework performance, identifying areas for improvement and future opportunities.
  • Organise and coordinate project meetings, both internally and externally.

Communication and Stakeholder Engagement

  • Develop and maintain relationships with EU institutions, industry partners, and internal teams.
  • Represent the organisation at EU-related meetings, conferences, and networking events.
  • Provide guidance on EU procurement requirements and best practices to internal stakeholders.

Administrative and Compliance Support

  • Ensure adherence to internal policies, governance procedures, and EU funding regulations.
  • Maintain accurate records of proposals, contracts, and correspondence.
  • Prepare reports, presentations, and briefing materials for senior management.

RequirementsSkills and Experience

  • Degree in European studies, business, law, public policy, or a related field.
  • Demonstrated knowledge of EU procurement procedures and funding mechanisms.
  • Previous experience of managing EU framework contracts.
  • Strong project coordination skills, with the ability to manage multiple proposals and frameworks simultaneously.
  • Excellent attention to detail and ability to interpret complex tender documentation.
  • Proficiency in Microsoft Office Suite, particularly Word, Excel, and PowerPoint.
  • Strong interpersonal and communication skills, capable of engaging with diverse stakeholders.
  • Ability to work independently, take initiative, and problem-solve in a fast-paced environment.
  • Fluent in English; additional European languages are an advantage.
