The USAID-funded Local Governance Assistance Activity (LGAA) in Bosnia and Herzegovina (BiH), implemented by Tetra Tech International Development (International Development Jobs – Tetra Tech), is currently accepting expressions of interest for an Expert for Developing Strategic Framework for Digitalization for a short-term technical assignment in the five LGAA partner LGUs (Livno, Ljubuski, Ljubinje, Berkovici and Gorazde). The Expert will work with the LGAA team based in Sarajevo, BiH.

Position Description/Summary: The purpose of this assignment is to engage a local expert for a short-term consultancy to provide expertise and technical assistance to support the conduct of digital readiness assessments, the development of IT/digitalization strategies, and the creation of Digital Visions in the five LGAA partner LGUs: Livno, Ljubuski, Ljubinje, Berkovici and Gorazde. The specific objectives of this assignment are as follows:

  1. Support digital readiness assessments in each of the five partner LGUs.
  2. Prepare IT/digitalization strategy, action plan, and indicative budget for each of the five partner LGUs.
  3. Develop Digitization Vision for each of the five partner LGUs.

The anticipated level of effort for this assignment is 65 days beginning on/about April 15, 2024, and concluding on/about August 31, 2024.The Expert for Developing Strategic Framework for Digitalization will perform the work both remotely from their home of record in BiH, with some domestic travel to select areas.

Responsibilities:

Task 1: Develop digital readiness assessment reports

* Draft report for each partner LGU on their digital readiness based on the results of their self-assessments – 2 weeks after the start of the consultancy.

* Final digital readiness assessment reports that address feedback received on the draft report for each partner LGU – 4 weeks after the start of the consultancy.

Task 2: Provide technical assistance and expert support for the development of individual IT/digitalization strategy, action plan, and budget for each partner LGU

* Draft three-year IT/digitalization strategy, year one action plan, and indicative budget for each partner LGU – 8 weeks after the start of the consultancy.

* Final three-year IT/digitalization strategy, year one action plan, and indicative budget for each partner LGU – 12 weeks after the start of the consultancy.

Task 3: Prepare Digitization Vision for each of the five partner LGUs

* Database catalogue for each of the five partner LGUs – 16 weeks after the start of the consultancy.

* Final Digitization Vision for each of the five partner LGUs including a detailed description of the process for developing the vision – 20 weeks after the start of the consultancy.

Minimum Qualification Requirements:

* Advanced university degree in public administration, economics, ICT, international development, political science, or another relevant field.

* Minimum five years of relevant professional experience in the area of digital transformation, e-governance, e-services in Bosnia and Herzegovina and/or countries of the European Union.

* Excellent written and oral communication skills in the official languages of the peoples in Bosnia and Herzegovina (Bosnian, Croatian, Serbian).

* Good report writing skills in English.

* Excellent computer skills (MS Office applications) and ability to use information technologies as a tool and resource, including for data visualization.

* Proven expertise in the provision of technical advice for the development of digitalization/IT strategies and action plans, and/or in the conduct of IT or digitalization assessments, especially in relation to e-government and digital transformation.
