POSITION TITLE: Finance and Accounting Assistant

REPORTS TO: Finance and Administration Manager

LOCATION: San Salvador, El Salvador

POSITION SUMMARY:

Under the direction of the Finance Manager, the Finance and Accounting Assistant will provide support in financial management as well as coordination of financial activities for a 5-year project to improve water security in the Upper Lempa River Basin Region of El Salvador, Guatemala and Honduras. The Finance Assistant will work in the following areas: accounting and financial reporting, petty cash management, filing of documents, application of rules and procedures to ensure compliance.

The project seeks to support municipal, national and transboundary institutions to effectively manage their water resources and address water security risks while conserving the environment to enable the Northern Central American Region to prosper in the face of increasing climate variability and change.

The project will address the following three strategic objectives to accomplish its goal and meet its target:

  • Improved collaboration and capacity of transboundary, cross-sectoral, and national institutions for evidence-based, climate-smart water resources management
  • Improved management of water security risks and violence prevention by users in El Salvador, Guatemala, and Honduras
  • Mechanisms for financing resilient water resources management assessed and utilized

ESSENTIAL RESPONSIBILTIES:

  • Under the direct supervision of the Finance and Administration Manager, the Finance Assistant will have the following responsibilities:
  • Support all accounting activities, including recording expenditures, processing invoices and expense reports
  • Maintain accounting systems and documentation
  • Booking of operations in the established accounting system and monthly closings
  • Support implementation of a financial management system, procedures and internal controls to ensure transparency, accountability and compliance with U.S. government procedures
  • Assist in financial disbursements, ensuring compliance with U.S. Government and Winrock International procedures
  • Manage the office petty cash
  • Provide support in financial transactions, preparation of financial reports
  • Oversee purchase requisitions, purchase orders, RFPs and payment requests to ensure compliance with internal policies and procedures
  • Timely handling and submission of all financial reports, records, files and cash flow requests
  • Ensure that all financial documents are scanned and filed
  • Ensure proper filing and recording of financial documents in Winrock’s cloud based system
  • Prepare monthly income, afp and ISSS reports and ensure compliance with local taxes and VAT, submit necessary associated reports (VAT, tax withholding, and others as required)
  • Provide general administrative support for the project

QUALIFICATIONS:

  • Education:

    • University degree in finance or accounting or a related discipline.
    • Accredited accounting qualification / Certified Public Accountant credential (or equivalent) required.
  • Experience:

    The ideal candidate will have the following experience:

    • At least three (3) years of experience in accounting and fiscal management.
    • Knowledge and understanding USAID of applicable accounting and auditing rules and requirements.
    • Knowledge and experience in managing U.S. government and international organization funds, preferably for USAID projects.
    • Experience in complex multi-partner donor funded projects
    • Advanced knowledge of word processing, excel and accounting software required
    • Experience using Quick Books accounting software preferred.
    • Experience working in a similar position with NGOs, corporations or international organizations required.
    • Very good relationship, good oral and written communication in English and good ability to work in a team and to achieve set goals
    • Listening skills
    • Ability to work under pressure and capable to plan and execute activities.
    • Able to manage all the material and financial resources made available to him in a rational and attentive manner, within the framework of the execution of his specifications
    • Ability to analyze and process information ethically
    • High level of donor procurement procedures and financial management procedures
  • Other:

    • Fluency in Spanish required. Reading/Writing English is an advantage.
