Purpose of the role
The Financial Assistant is responsible for management compliance and reporting, cash monitoring and certain banking transactions relating to the activities of the TDH NL Office in Madagascar.
Position in the organisation
The Financial Assistant works under the direct supervision of the Administrative and Financial Manager and liaises with all program and operations departments of TdH-NL in Madagascar.
The Financial Assistant is responsible for the driver and the 3 guards.
Result areas and core activities
Main Responsibilities:
- Review all financial transactions and payments made by implementing partners – ensuring they are valid, accurate, reliable, complete and within budget, and fully compliant with TdH NL and Donor compliance requirements.
- Ensure proper coding and classification of partners’ financial expenditures in accordance with the approved and agreed budget.
- Receive, verify and compile monthly and quarterly financial reports from TdH and the Donor and send them to TdH Headquarters.
- Build capacity of implementing partners to maintain up-to-date knowledge of various TdH and Donor requirements on financial affairs and ensure compliance with tax regulations and other legal requirements.
- Lead the preparation of the partner audit schedule and support the audit process.
- Ensure the integrity of all financial vouchers, proper filing and archiving of implementing partners.
- Assist in the identification and management of risks and implement measures to minimize the risk of irregularities, according to TdH and Donor compliance and audit standards.
- Record and account for financial transactions in a timely manner.
- Prepare cash flow projections, monitor cash balances, and brief the finance team at regional and Head Office levels on cash requirements and submit cash requests in a timely manner.
- Review office petty cash expenses and vouchers for approval.
- Process payments and ensure appropriate approvals and signatures from authorities are met.
- Assist in the preparation of donor reports in a timely and accurate manner.
- Keep various supplies (office supplies, etc.) and in case of shortage, approach the responsible colleague with orders.
- Ensure the integrity of all vouchers, filing and archiving.
- Act proactively on developments affecting the financial area of interest and their own department.
- Identify obstacles in work processes and/or financial systems; improve and undertake appropriate actions, after approval by the Manager.
- Monitor budgets, identify potential obstacles and propose measures to be undertaken.
- Resolve problems of a deviant nature in accordance with established guidelines and procedures.
- Assist and monitor program staff to ensure that travel advances and expense reports are submitted and settled in accordance with TdH NL travel policy.
- Procurement process follows TdH NL and Donor guidelines, while ensuring Value for Money.
Other Responsibilities:
- Ensure strict compliance with TdH’s national and international policies, procedures and practices, including adherence to Do No Harm and Child Safety/Safeguarding. .

Knowledge and experience
The ideal candidate should have:
- Bachelor’s degree in Finance, Accounting or related field.
- Three to five years experience, preferably in an NGO.
- Significant experience in grant reporting and financial management.
- Experience working with partners and offices, understanding different cultural and regulatory environments.
- Good understanding of internal and external audit process compliance and internal controls.
- Experience working with financial accounting software.
- Experience in preparing donor financial reports.
- Fluency in spoken and written French. Good knowledge of English is an added advantage.
- Knowledge of computerized accounting, e.g. QuickBooks, QuickBooks Online, etc.
- Knowledge and practical skills of MS Excel, Google Sheets and Word.
- Social skills required for communications with external relations and colleagues, obtaining data clarifications, reporting and problem solving.
- Good communication skills
- Able to travel frequently to project sites outside Fort-Dauphin

- A 1-year contract with the possibility of extension if budget is available
- The salary depending on experience and seniority the salary ranges between €400 and €450 gross per month based on a full time (40 hrs) contract
- The role is based in our Fort-Dauphin Office in the South of Madagascar
- 24 days of paid leave per year on a full time employment basis, if part time, days pro rata;
- A commuting allowance
- A medical insurance coverage for which 85% of the premium amount shall be borne by Terre des Hommes Netherlands and 15% of the premium amount shall be borne by the employee.
- A 13 th month salary in the amount of one (1) month salary in a year. Payment on a pro rata basis
