Around 12,000 men and women work for NRC, most hired locally to work in the field, and a small number based at head office in Oslo or working globally.

NRCs Field Operations’ department overall global responsibilities include; a) global programme development and policy, b) overall preparedness and emergency response capacity, c) monitoring, assessment and start-up of new emergency programmes/ country operations, d) strategic and operational direction on security risk management and crisis management and e) strategic development and oversight of regions, f) innovation, PCM and grants management.

The FO department in Head Office is made up of four sections and this position sit in the Strategy, Innovation and Support (SIS) section, which employs staff supporting and leading some workstreams in the Department such as finance and administration, in addition to grants management and Project Cycle Management specific staff that supports either the Department or globally.

The Strategy, Innovation and Support section is responsible for developing FO’s overall strategy, budget and action plans – and for coordinating and reporting on results. Further, the section is responsible for developing the departments’ monitoring and evaluation of strategy progress and learning, leads the finance process across the department in HO covering all sections, including the annual budgeting process and support to the functional directors in monitoring of financial results. The section also provides support to the FO Director in the annual budgeting and resource allocation process towards the Regions, as well as provision of programme and finance data/ analysis throughout the year.

What we are looking for:

The Field Operations department at Head Office level manages annually a number of externally funded projects, most supporting programme development initiatives globally with some with direct implementation in country offices. Development of good practices, relevant financial monitoring tools and ability to manage project portfolios is increasing. The purpose of this Finance Controller role is to provide financial support to the department including but not limited to budgeting, reporting, internal control, advisory on finance related matters and ensuring compliance to NRC policies and procedures. The position will be working with global projects managed by the Field Operations department with implementation at the global, regional and country offices level, in addition to global projects and initiatives funded by multiple donors.

What you will do:

  1. Implement NRC’s financial systems and procedures.
  2. Support and monitor compliance with the Finance handbooks and NRC policies and implement quality assurance and control for FO managed global projects which are implemented at the country office level.
  3. Provide Financial advice and technical support to FO budgets holders and conduct trainings and capacity development when necessary.
  4. Responsible for donor projects budget reviews, monitoring, spending plans financial reporting and year-end closing.
  5. Responsible for bookkeeping assurance of FO managed external grants.
  6. Responsible for FO managed corporate/private sector projects financial overview, monitoring and coordination with the External Relations department.
  7. Contribute to the development of financial procedures, tools and efficient financial management approaches for use in complex or multi-donor projects.
  8. Follow up on external and project audits.
  9. Ensure that the best financial practices are identified, documented, and disseminated within the department.
  10. Provide regular Finance analysis and reports for the department as assigned by the Head of Finance.

What you will bring:

University degree in finance, accounting and/or business management

  • Strong financial and analytical skills
  • Experience from large/complex or multi-applicant projects with stringent donor rules is very advantageous
  • Experience from working in a technical Finance position and with projects implemented at country level with exposure to financial monitoring tools, complex project funding etc.
  • Documented results related to the position’s responsibilities
  • Fluency in English, both written and verbal
  • Understanding and experience using Agresso/Unit4 is an advantage

Specific competencies/experience:

  • Experience with complex donors will be an advantage.
  • Experience from NRC especially at country level will be very advantageous
