About Pacific Labour Mobility Support Program
The Pacific Australia Labour Mobility (PALM) scheme is a signature initiative for the Australian Government that enables workers from 9 Pacific Island Countries (PICs) and Timor- Leste to work in priority sectors in Australia. The Pacific Labour Mobility Support Program’s (PLMSP) role is to provide the Department of Foreign Affairs and Trade (DFAT) and governments in 9 PICs and Timor-Leste with support to enable workers to access PALM scheme in inclusive ways that maximise the benefits for the workers and national economies while minimising risks from labour mobility participation. Palladium is contracted to deliver PLMSP on behalf of DFAT.
This Opportunity
The Finance Manager will be responsible for managing and overseeing the finance function, managing a team and ensuring fina ncial and expense systems and processes for the project are managed in line with corporate and DFAT head contract requirements.
This is a fixed term opportunity required till September 2028 with possibility of extension.
The Finance Manager will be responsible for:
- Monitor project costs and conduct monthly account closure reports.
- Monitor project expenditure, manage cash flow to project accounts and advise Senior Operations Manager of any issues.
- As required, prepare statements of forward expenditure and invoiced expenses, disaggregated as required.
- Monitor subcontractor payments and ensure records are kept for all transactions.
- Support the Finance Officers to process PAFs, and update the project Field Voucher as required.
- Assist with drafting policies and procedures relating to project financial management.
- Undertake banking transactions, including the management of petty cash, petty cash and bank account reconciliation, and the preparation of a monthly field voucher.
- Understand how innovation and technology shape the way we work and introduce new ways of working through AI, data and technology.
We are seeking an individual who:
- Has tertiary qualifications in a relevant discipline such as Finance or Business
- Has 10-15 years of relevant work experience managing program finances.
- Has highly developed verbal and written communications skills, with a demonstrated ability to establish and maintain effective working relationships with a range of personnel from different disciplines.
- Sound management skills and strong problem-solving skills in relation to program financial management.
- Will operate with high levels of integrity, consistent with the intent of DFAT’s Ethics, Integrity and Professional Standards Policy Manual.
- Can self-evaluate quality of work, thrive on continuous improvement, encourage and value feedback from others and develop skills in providing balanced feedback to others.
- Will foster equality, diversity and inclusion, drawing on capabilities from within the country/region wherever possible
- Has personal initiative, drive and excellent interpersonal skills
