Background
The International Federation of Red Cross and Red Crescent Societies (IFRC) is the world’s largest humanitarian organization, with a network of 191-member National Societies (NSs). The overall aim of IFRC is “to inspire, encourage, facilitate, and promote at all times all forms of humanitarian activities by NSs with a view to preventing and alleviating human suffering and thereby contributing to the maintenance and promotion of human dignity and peace in the world.” IFRC works to meet the needs and improve the lives of vulnerable people before, during and after disasters, health emergencies and other crises. The IFRC carries out strategic and operational coordination, humanitarian diplomacy and national society development and membership services, for and with its member Red Cross, Red Crescent National Societies.
Organizational Context
IFRC is part of the International Red Cross and Red Crescent Movement (Movement), together with its member National Societies and the International Committee of the Red Cross (ICRC). The work of IFRC is guided by the following fundamental principles: humanity, impartiality, neutrality, independence, voluntary service, unity, and universality.
IFRC is led by its Secretary General, and has its Headquarters in Geneva, Switzerland. The Headquarters are organized into three main Divisions: (i) National Society Development and Operations Coordination; (ii) Global Relations, Humanitarian Diplomacy and Digitalization; and (iii) Management Policy, Strategy and Corporate Services.
IFRC has five regional offices in Africa, Asia Pacific, Middle East and North Africa, Europe, and the Americas. IFRC also has country cluster delegations and country delegations throughout the world. Together, the Geneva Headquarters and the field structure (regional, cluster and country) comprise the IFRC Secretariat.
IFRC Myanmar Country Office is one of the IFRC Country Offices in the Asia Pacific Region. In Myanmar, the IFRC works closely with the Myanmar Red Cross Society (MRCS) and other members of the IFRC network to reinforce the MRCS’ unique humanitarian mandate and humanitarian activities, as well as its humanitarian diplomacy activities. It also provides vital technical, financial and logistical support to MRCS while strengthening its participation in regional and global cooperation during emergency and non-emergency times.
IFRC has a zero-tolerance policy on conduct that is incompatible with the aims and objectives of the Red Cross and Red Crescent Movement, including sexual exploitation and abuse, sexual harassment and other forms of harassment, abuse of authority, discrimination, and lack of integrity (including but not limited to financial misconduct). IFRC also adheres to strict child safeguarding principles.
Job Purpose
Under the supervision of the Senior Finance Officer, the position is responsible for providing support to Myanmar Country Delegation. This post is responsible for ensuring the process of the account payable are fulfilled accurately and timely and to safeguarding of the office cash and to have better cash management.
Job Duties and Responsibilities
- Ensure the timely verifying and recording of vendor invoices and process the request approval through the designated workflow in IFRC financial system (digitalization).
- Monitor the approval of vendor invoices through the workflow system and follow up with pending approval to ensure timely processing.
- Book bank transactions into the Federation Accounting System (SAP ERP) and maintain accurate records of all transactions.
- Send payment proposals to the Treasurer for processing, covering payments to third parties (e.g., staff reimbursements, National Societies, Non-NS partners, suppliers, etc.).
- Update lease information and record transactions in the system.
- Handling office petty cash, ensuring proper documentation and recording.
- Ensure supplier payable are settle in time before the due date.
- Reconcile monthly petty cash balances with the Cash Book in Accounting System (SAP ERP) to ensure accuracy and accountability of cash management.
- Ensure the monthly accounts are accurate, complete, and supported by valid documentation in line with Federation financial procedures.
- Coordination with Myanmar Red Cross Society’s Finance Team if required.
- Abide by and work in accordance with the Red Cross/Red Crescent principles.
- Any other relevant duties and responsibilities assigned by Line Manager and/or Senior Management.
Education
- University degree or equivalent professional diploma is required.
- Professional qualification in development studies or a related area is preferred.
Experience
- Minimum 3 years’ working experience of Financial Managements is required.
- Minimum 2 years’ experience in computerized Finance system is required.
- Experience of managing and supporting staff is preferred.
- Finance experience with an international humanitarian or aid organization is required.
- Experience of working for the Red Cross/Red Crescent is preferred.
Knowledge & Skills
- Skills in coaching, leading, training and developing staff is preferred.
- Good interpersonal, Presentational and report writing skills is required.
- Demonstrated leadership and management skills, including the ability to lead within a matrix management structure and utilize talent and experience of team members in a productive way is preferred.
- Outstanding networking, representational, communication and negotiation skills, an ability to be proactive and persuasive is required.

Language
- Fluently spoken and written English is required.
