Community Partners International focuses on helping communities affected by conflict, violence, and displacement, in remote and hard-to-reach contexts, and marginalized by poverty and exclusion.

Job Summary: The Grants & Finance Manager will oversee and manage the overall grants and financial activities for Community Partners International (CPI) in Bangladesh. This role requires collaboration with local teams, CPI’s HQ Grants & Finance team, and external stakeholders, including partners and donors, to ensure effective grant management and financial oversight and compliance with donor requirements. The Grants & Finance Manager will be responsible for managing budgets, overseeing grant compliance, supporting partners in grant implementation, and ensuring that all financial activities are executed efficiently and accurately. This position will handle the entire grant lifecycle, manage financial data, and provide regular reports to stakeholders including liaising with auditors, donors, and partners while supporting capacity-building initiatives and training sub-grantees. This role requires strong financial management and communication skills.

Primary Responsibilities:

1. Grants Management and Compliance

  • Oversee all aspects of grant management, including grant reporting, budget tracking, and compliance with donor requirements and CPI’s internal policies.
  • Develop and implement grant management tools, systems, and processes to ensure effective grant administration, monitoring, and timely reporting.
  • Provide guidance to program and partner teams on grant rules, regulations, and compliance standards to ensure smooth grant implementation.

2. Financial Planning, Budgeting, and Analysis

  • Lead the budgeting process for all CPI Bangladesh grants, ensuring alignment with program objectives and adherence to financial guidelines.
  • Prepare, analyze, and report on monthly, quarterly, and annual financial statements to provide a clear overview of the financial status of grants.
  • Conduct regular financial analysis to identify trends, forecast expenditures, and make recommendations for budget adjustments as needed.

3. Partner Support and Staff Capacity Building

  • Build positive and sustainable relationships with partners and ensure effective and appropriate communication mechanisms are in place among the team members.
  • Provide financial and grant management and financial support to CPI’s local partners, offering training and technical assistance on financial processes, compliance, and reporting.
  • Conduct partner assessments and financial reviews to evaluate capacity, identify gaps, and implement improvements to strengthen partner financial management systems.
  • Ensure full understanding and compliance of CPI and Donor policies by all project staff, as well as sub grantees through training, guidance and support.
  • Training to partners and staff on financial procedures, budgetary controls and provide technical assistance as required.
  • Maintain regular communications with sub-grantee staff to ensure feedback, “on the pulse” knowledge about grants and to ensure compliance
  • Ensure CPI staff and sub-recipients are sufficiently supported with all essential tools required for a sound project financial and grants management system
  • Work with Program and Finance staff to assist sub-recipients in developing detailed financial proposals, budget review and revision.

4. Coordination with HQ and External Stakeholders

  • Act as the primary liaison between CPI Bangladesh and the HQ Grants & Finance team to ensure alignment and effective communication.
  • Maintain open communication with donors, auditors, and external stakeholders, providing updates, reports, and responding to queries related to grants and finances.

5. Financial Controls and Risk Management

  • Ensure that financial controls, policies, and procedures are adhered to and regularly reviewed to reduce financial risks.
  • Coordinate with internal and external auditors to facilitate financial audits and reviews, addressing any findings to improve compliance and control systems.

6. Financial Reporting and Documentation

  • Analyze CPI and sub-recipients’ Financial reports and ensure accurate and timely preparation and submission of financial reports in compliance with donor requirements and internal policies.
  • Maintain up-to-date and organized documentation of all financial and grant-related records for easy accessibility and transparency.
  • Maintain and improve standard CPI financial systems, policies & organizational standards and donor requirements
  • Liaise with external auditors and take lead in grant communication with donors, consortium members, peer organization and sub-recipients
  • Participate in annual operating budgets preparation and cash flow forecast as needed
  • Provide technical inputs in Financial management, budget proposal development and organizational development initiatives of CPI as well as partners.
  • Communicate with other finance staff members to liaise between the HQ and Country finance
  • Produce monthly Budget vs Actual reports for the assigned projects.
  • Responsible to prepare and oversee various tax reports and engaging with NGOAB audits

ESSENTIAL EDUCATION, EXPERIENCE AND SKILLS:

  • Education: Master’s degree in Finance, Accounting, Business Administration, or a related field with any professional qualification (CPA, CMA, ACCA) is highly preferred.
  • Experience: Minimum of 5-7 years of experience in grants management and financial oversight, preferably within an INGO or development organization.
  • Minimum 2-3 year experience in working with a Senior Management team is preferred.
  • Skills and Competencies: Proficiency in financial software and tools (e.g., QuickBooks, SAP, Sunsystem, or similar) and advanced knowledge of MS Excel.
  • Strong understanding of financial management, budgeting, and grant compliance within the development sector.
  • Excellent organizational skills with attention to detail and accuracy in financial reporting.
  • Strong communication and interpersonal skills to work effectively with local and international teams and external stakeholders.
  • Experience with donor-funded projects and knowledge of donor regulations (e.g., USAID, DFID, UN) is highly desirable.
  • Other areas: Familiar with relevant GoB compliances for International and National NGOs: including but not limited to FD6, FD7, FC-1, FD-2, VAT and Taxes etc.
  • Excellent problem-solving skills, demonstrated ability to handle pressure and improve
  • Required to have a proven track-record of proactively identifying and communicating potential problems and proposing solutions
  • Team spirit and problem-solving abilities.
  • Good computer skills in MS Word & Excel.

Languages: Fluency in English is required; proficiency in Bangla is preferred.
