Transforming performance for a , and world.Job DescriptionThe Head of Construction role requires a proven construction management expert with the ability to operate at all levels of an organisation to ensure the successful construction of the Infrastructure Department Portfolio. The role holder will ensure that Infrastructure Department’s construction activities are undertaken in a safe and efficient manner, whilst adhering to quality, schedule performance and cost requirementsThe Head of Construction will take a strategic view of construction across the Infrastructure Department’s Portfolio, being able to develop and implement an overarching construction strategy in a complex and live aviation environment. They will be responsible for defining, in collaboration with the wider senior team, best practice frameworks, guidelines, policies, processes, procedures and systems that provide a standardised approach to construction, which facilitates integration and safeguards the Infrastructure Department’s PortfolioThe role will require the management of multiple construction activities and categories (e.g. terminal and commercial buildings, piers, airfield and aprons) having oversight of delivery throughout the programme lifecycle.Principal ResponsibilitiesEnsure the safe delivery of all construction works, ensuring that sites comply with all applicable legislation, is accountable for the quality of all on site Risk Assessment and Method Statements.Ensure all programmes have a constructability review and attend / contribute to all constructability reviews across the Programmes.Ensure that programmes are deliverable and delivered within their performance metrics, providing advice and guidance to the Programme Controls within Functions and Programme Directors.Ensure all programmes are delivered to a consistent standard with a standard methodology of works, sharing and driving best practice across all programmes.Develop a framework for managing contractor performance for quality, delivery and cost alongside the Head of Contracts and Commercial.Supporting Delivery in the effective management of the construction supply chain, from purchase of goods, through to delivery and handover.Maintain oversight and responsibility for construction project finances (tracking, Change Orders, POs and payments).Championing and driving the programme team’s adherence to construction strategy and delivery plan (stages, logs, tools and methodology)Contribute towards and advise on procurement of construction works, ensuring that the successful tenderers are suitably qualified and that they have provided accurate data for construction durations and costs.Keep up to date with changes in legislation or best practice and ensure all programmes are fully compliant.Examine and cross check contract documents in relation to on-site matters and provide guidance in resolving any discrepancies in consultation with the Programme Directors.Monitors the contractors’ compliance with planning, statutory and environmental legislation.Manage performance and outputs from their team using clearly defined targets with a focus on safety, financial performance, quality and service.QualificationsExperience20+ years’ experience with a minimium 10yrs managing complex projects, and a proven track record of managing complex construction activities with a high value within in major aviation / transportation programmesStrong knowledge of infrastructure, engineering and delivery particularly around construction methodologiesStrong and demonstrable leadership and management experience, including construction management, project management and financial management.Experience in programme planning and governance with the ability to set team goals, objectives and priorities, establishing clear roles and responsibilities for all direct reports.Tangible experience of documenting best practice construction development and implementation frameworks, policies and standards.Outstanding track record of delivery of construction / asset delivery projects to time and within allocated budget.Experience of dealing with a range of stakeholders at all levels across the organisation influencing the improvement of process and guidance to support project delivery.SkillsThe role holder will be a confident, assured leader capable of quickly identifying opportunities and mitigating risks in a dynamic and challenging construction environment. An appreciation of the technical aspects of construction such as buildability, engineering, logistics and operations as well as the experience of effectively managing multiple interfaces to drive efficiency is key.Successfully lead and deliver on multiple and complex construction projects.Ability to govern and drive outcomes to ensure high quality construction outputs that meet HSSE standards.Strong commercial capability to drive multiple projects forward successfully.High performance team building and strong team player and the ability to enhance team members’ performance.Excellent communication (both verbal and written) and interpersonal skills.Take decisive action based on own judgement, experience and knowledge.Problem analysis & problem resolution at both strategic & functional levelAbility to create a collaborative culture across of the programme team (Infrastructure Department, end users and supply chain).Excellent stakeholder negotiation and management skills.EducationDegree in relevant subject area e.g. engineering, construction, project management required, with a relevant post graduatedegree preferableChartered member of a relevant professional body preferrede.g. Chartered Engineer (MICE, IEI or equivalent) Chartered Project Professional (APM or equivalent) or ProgrammeManagement Professional (PMI or equivalent)Additional InformationOur inspired people share our vision and mission.
