Applications are invited for a Head of Policy Research role in a dedicated research centre being established by our legal institution client.Under the ambit of the client’s Policy Department, the research centre will, in fulfilment of a multi-annual research programme, be responsible for developing thought-leadership on matters having access to justice, fundamental rights, and law reform at their heart.The research centre will publish a series of evidence-based, impactful research papers which will reflect a deep consideration of topics falling within the scope of its thematic focus.This is a new position, and the appointee will play a leading role in the work of the research centre and will spearhead the delivery of its research outputs, conduct research, facilitate public discourse, and advocate for policy change in discrete areas of law and policy to further the interests of society as a whole.Main Duties & Key ResponsibilitiesThe successful candidate will carry out the following duties in line with the client’s standards and strategic objectives and as directed by the Director of Policy.The Head of Research will be required to:

• Secure approval for, and implement, a multi-annual programme of research,
• Conduct research and draft evidence-based, authoritative, and impactful research papers on topics within the thematic focus of the centre,
• Organise and host debates, roundtable events, panel discussions, public meetings, etc., on issues relating to the centre’s research focus,
• Develop proposals for law reform, underpinned by credible arguments, and where necessary, supported by draft legislation,
• Publish a series of research papers which demonstrate a real depth of research, a deep consideration of policy issues, and make a positive contribution to policy development,
• Execute a communications plan to increase awareness of the work of the research centre,
• Manage and oversee the work carried out by a small team of researchers,
• Develop and maintain effective relationships and networks with key stakeholders involved in relevant policy, delivery, and research – including policy-makers, academics, other research centres and think tanks, and other key stakeholders,
• Engage with client’s Committees, Director of Policy, and any forum tasked with oversight of the implementation of the programme of research,
• Contribute a positive, open, and collaborative leadership style to the organisation.

Knowledge & Skills

• A postgraduate qualification in law, political science, or another related and relevant field, at Master’s or PhD level.
• Thorough understanding of the justice system and legislative process in Ireland and the European Union.
• Minimum of 5 years’ relevant experience in management of a research team.
• Experience of working with academic and non-academic partners in the design and delivery of academically excellent research.
• Experience and demonstrated performance in the leadership and project management of multiple simultaneous research projects executed to a high standard.
• Proven history in delivering projects on time and to the required quality expectations.
• Experience of successful performance in working with oversight boards and governance structures.
• Advanced knowledge of a range of research and evaluation methods and their application.
• Experience with interdisciplinary research.
• Experience with public outreach and the dissemination/translation of research to non-research audiences.
• An excellent command of written and oral communication skills in English.
• Strong media skills.
• Practical-minded and commercially aware.
• Strong administrative and organisational skills.
