Position Title: Hub Coordinator

Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Established in April 2019, the Humanitarian Hub in Ma’rib City serves as a crucial center for aid operations in Yemen. It houses 9 UN agencies, providing office space and accommodation for UN personnel working in Ma’rib, as well as short-term lodging for expatriate International Non-Governmental Organizations (INGO) staff when needed. The International Organization for

Migration (IOM) maintains a substantial presence there, with 11 international and approximately 190 national staff members. They implement various activities including health, WASH, shelter, and protection services for internally displaced persons and other vulnerable populations in Ma’rib and nearby regions.

Under the overall supervision of the Chief of Mission, and the direct supervision of the Field Coordinator (Liaison, Emergency & Recovery Programmes), the Hub Coordinator will be responsible for the management of the overall Humanitarian Hub in Ma’rib.

Core Functions / Responsibilities:

  1. Coordinate with partners and agencies regarding the development and needs identification of the Humanitarian Hub.
  2. Contribute to the development of and propose strategic recommendations and action plans to achieve organizational objectives for the Humanitarian Hub.
  3. Supervise the operation and maintenance of the Humanitarian Hub, ensuring all facilities are adequate and fully functional.
  4. Coordinate the repair, maintenance, and installation of infrastructure both conventional and temporary installations with building contractor, procurement and logsitics; monitor contractor performance, checking adherence to agreed specifications and quality standards; and closely collaborate with logistics and procurement staff for the effective management of contracts.
  5. Implement and monitor cost recovery processes, closely collaborating with finance staff to ensure accurate and timely invoice processing.
  6. Review proposals for additional requests for space and apply best practices for space standards within the Humanitarian Hub.
  7. Participate in the management of resources and in the preparation of budget/spending plans.
  8. Provide regular progress reports to share with the relevant and intended parties.
  9. Coordinate the recruitment, supervision, and management of maintenance personnel, including housekeepers, electricians, plumbers, and daily laborers, in close collaboration with human resources staff.
  10. Raise Purchase Requests in close coordination with head of office and logistics for materials to maintain or improve the Humanitarian Hub.
  11. Perform such other duties as may be required.

Required Qualifications and Experience:

Education

  • Masters Degree in Business Administration or Hospitality (Hotel Management) or a related field from an accredited academic institution with two years of relevant professional experience; or
  • University degree in the above fields with four years of relevant professional experience.

Experience

  • At least two years experience working for a UN agency, international organizations or Non-Government Organizations (NGOs) is preferred and experience in project implementation in post conflict or transitional situations;
  • Previous related experience in humanitarian hubs setting and field operations in hardship settings is an advantage – particularly in Yemen;
  • Experience in facility and contract management is an advantage;
  • Project implementation and supervision experience at the field level required;
  • Experience in coordinating with managing other programme units and ability to establish and maintain working relations with government counterparts, UN agencies;
  • Knowledge and experience of UNDSS procedures an advantage;
  • Experience within the United Nationals Common System and the International Humanitarian Field;
  • Excellent drafting skills; and,
  • Work experience in a resource-limited setting and rapidly changing environment.

Languages

IOM’s official languages are English, French, and Spanish. All staff members are required to be fluent in one of the three languages.

For this position, fluency in English is required (oral and written). Working knowledge of Arabic and/or another official UN language (Chinese, French, Russian, and Spanish) is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.

Internationally recruited professional staff are required to be mobile.
