JOB TITLE: IT Specialist

BUSINESS TITLE: IT Specialist (Network Infrastructure)

FLSA: Exempt

JOB SERIES: 2210 PAY LEVEL: NF-04

INTRODUCTION:

This position serves as an Information Technology (IT) Specialist (Network Infrastructure) within the Information Management Branch, Marine Corps Community Services (MCCS) Division, Marine Corps Base, Camp S.D. Butler, Okinawa, Japan. This position is responsible for maintenance and daily operation of the network routers, switches, Wi-Fi, CCTV, VOIP, and telecommunication equipment. The work involves analytical and evaluative duties related to networking with primary knowledge requirements of MCCS IT infrastructure and network design principles and concepts.

DUTIES AND RESPONSIBILITIES:

Monitors network performance and conducts diagnostic and detailed analysis of network routers, switches, and wireless equipment. Uses collected data to take corrective action to problems and to reverse negative trends before network problems occur. Some of the network problems being analyzed and corrected includes outages, network response, routing protocols, VLAN configurations, CCTV, VOIP, and radio frequency. Isolates network outages to determine which component is inoperable. Provides recommendations and/or resolutions concerning network problems or issues.

Configures, installs, tests, and performs maintenance on a vast variety of wide area and local area network hardware and software. This equipment includes but is not limited to routers, switches, DSLAM, connectivity devices, network appliances, wireless equipment, VOIP, CCTV, and various network applications.

Performs duties of network connectivity monitor, and takes proactive and reactive actions to outages and problems.

Ensures network equipment is properly backed up and the configurations secured.

Maintains service ticket database and associated paper work. Responds to high level service tickets and projects. Informs manager of the status.

Monitors the status of network circuits, and takes corrective or coordinating action with the appropriate agency.

Conducts advanced preventive maintenance on network system hardware and software.

Survey requirement for network connectivity, install LAN cables and patch panels.

Knowledge of Digital Headend.

Attends technical conferences and meetings to keep abreast of new software and hardware

products for use in MCCS.

Provide advanced technical assistance via phone and in person to customers and

technicians concerning system operation. Performs follow up to check for customer satisfaction,

quality of work, and job completion. Alerts higher level supervisor, or proper point of

contact when problems arise concerning work performance and customer satisfaction.

Adheres to safety regulations and standards. Uses required safety equipment, and observes safe work procedures. Promptly reports any observed workplace hazards, and any injury, occupational illness, and/or property damage resulting from workplace mishaps to the immediate supervisor.

Adheres to established standards of actively supporting the principles of the EEO program and prevention of sexual harassment.

Propose ways to update and modernize the network.

Performs other related duties as assigned by the Network Manager.

Position may require traveling for temporary assigned duty from Okinawa, Japan to other areas within MCIPAC.

PHYSICAL REQUIREMENT:

Must have the ability to lift up to 50 pounds and perform cable installations.

BASIC REQUIREMENTS:

  1. Successful completion of a 4-year degree in accredited college or university in computer science, information science, information systems management, or course work that required the development or adaptation of computer programs and systems and provided knowledge, OR four years of progressively responsible network experience that demonstrates skill and knowledge of enterprise network connectivity including in-depth knowledge of network sub systems, with emphasis on routing, switching, and telecommunications.

QUALIFICATION REQUIREMENTS:

  1. Experience in network routing and switching that demonstrates excellent skills and knowledge of IP routed networks with emphasis on configuration, engineering, and system deployment.
  2. Experience in CCTV, VOIP, and Access Points/Wireless LAN Controller that demonstrates excellent skills and knowledge of network connectivity with emphasis on configuration, engineering, and system deployment.
  3. Experience in Digital Headend with emphasis on troubleshooting and engineering, and system deployment.
  4. Experience in telecommunications standards, fixed plant cabling and telephone technologies.
  5. Experience in working in a large scale IT maintenance work center, with knowledge in maintenance concepts and methods.
  6. Knowledgeable in data security, with practical experience in PCI, HIPAA, and PII highly preferred.
  7. Security+ certification required within 6 months, and CCNA highly preferred but not required.
  8. A strong background in customer service in a support role.
  9. Ability to effectively communicate orally and in writing.

This position has been designated as a position of trust. The incumbent must be eligible for a Tier 3 (Secret Clearance) background investigation to satisfy IT Level II designation. Appointment and continued employment is subject to a favorable adjudication of the security investigation.
