NATO Body: NATO Defense College, Rome, ItalyDuty station: NATO HQ, Brussels, BelgiumThe NATO Defense College (NDC) provides senior-level education, on transatlantic security issues, enabled by research on matters relevant to the Alliance, and supported by engagement with several stakeholders.The Liaison Officer (NDC to NATO HQ) post liaises and coordinates on all matters relevant to NDC with NATO HQ, particularly with the MC, IMS and Military Representatives (MilReps), as well as the representatives of ACO and ACT, providing an accessible working-level point of contact for NATO HQ and for the other external agencies on behalf of the NDC CMDT. The Liaison Officer will participate in all NDC Command Group meetings virtually.The Office of the Executive Coordinator (EXCO) coordinates the NDC calendar, correspondence and task management systems, acts as point of contact for the International Military Staff (IMS) and the International Staff (IS) and for other external agencies, and will have the day-to-day contact with the Liaison Officer.Reports to – Executive CoordinatorPrincipal Duties – The incumbent is responsible for fluid and timely communication, while acting as an interface between the Command Group of the NDC and the NATO HQ, particularly with the IMS, by:

  • Providing representation, assisting in decision making and maintaining lines of communication on behalf of the NDC at the NATO HQ.
  • Participating in IMS planning activities at the NATO HQ or in other locations as required.
  • Attending NATO HQ meetings and IMS Working Groups (WG)/International Staff (IS) Committees as NDC-mission-related activities as an observer, representing it as required.
  • Monitoring NATO HQ priorities, with special reference to matters submitted by or relevant to Allies.
  • Contributing to IMS briefs in preparation of NDC visits.
  • Keeping NDC informed on current policy trends and developments in due time to adjust curriculum and engagement initiatives.
  • Engaging with Nations as directed by NDC Commandant (CMDT).
  • Ensuring seamless coordination of CMDT´s presentation of the Annual Report to the Military Committee as well as Academic Advisory Board Meeting.
  • Promoting NDC Research products and supporting Research Division in identifying the research areas of highest relevance to the Alliance.
  • Supporting development and execution of potential NDC academic activities at NATO HQ, ACO and ACT, including curriculum development and identification of new topics and themes.
  • Supporting the evaluation of and the feedback from NDC Alumni.
  • Planning NDC visits to NATO-wide HQs in support of NDC Field studies.
  • Overseeing NDC coordination for NATO-wide travels, engagements, and events.

Essential Qualificationsa. Professional/Experience.

  • 3+ years of relevant working experience in a governmental or international organization, at least performed as civilian at mid to senior management role or a military equivalent leadership role, involving project management and planning activities, process assessment and design, including the definition of the related structure.
  • Former course member of the NATO Defense College Senior Course, NATO Regional Cooperation Course or NDC staff experience.
  • Have a good knowledge and understanding of the civil and military structure of the Alliance, particularly as regards the functioning of military structures and NATO committees.
  • Experience in a defense management and objective bases model; good understanding of political-military affairs at the highest level.
  • Experience in policy formulation.
  • Knowledge and understanding of Web applications, SharePoint, Data Base and web-based databases.

b. Education/Training.

  • Bachelor degree or an equivalent level of qualification from an institute of recognized standing, preferably in Business and Management, International Relations and Diplomacy, Political Science, Public Affairs or another relevant discipline.
  • Advanced knowledge of Microsoft Office applications.
  • Knowledge and understanding of Web applications, SharePoint, Data Base and web-based databases.

c. Language Requirements:English SLP 4343 – STANAG 6001.The working language of the NDC is predominantly English and all papers issued by the NDC are initiated in English. It is essential that the Incumbent has an excellent command of both written and spoken English, to the extent that s/he is able both to comprehend and to express itself immediately and fully, and to advise on the nuances of the language when necessary.Desirable Qualificationsa. Professional/Experience.

  • Attendance of a National Staff College or equivalent would be an asset.
  • 5+ years of working experience in positions involving project management and planning activities, process assessment and design, including the definition of the related structure.
  • Previous NATO HQ experience in IMS, IS or national NATO representative is highly desirable.
  • Project Management certification, such as PMI-PMP, Prince2, etc.

b. Education trainingMaster’s degree, or an equivalent level of qualification from an institute of recognized standing, preferably in Business and Management, International Relations and Diplomacy, Political Science, Public Affairs or another relevant discipline.c. Language Requirements.French SLP 3332 – STANAG 6001Attributes/CompetenciesPersonal Attributes: Good Stress management, as the LO is working in an environment where priorities, stress and urgency may conflict. S/he should also display sound judgement, adaptability and tact, always treating people with respect. The incumbent should have excellent communication and social skills including people management competencies. All NDC personnel are expected to conduct themselves in accordance with the current NATO Code of Conduct agreed by the North Atlantic Council and thus display the core values of integrity, impartiality, loyalty, accountability and professionalism.Professional contacts: The overview and involvement in many key NDC areas of activity requires sound judgement, flexibility, good understanding of political-military affairs at the highest level, and the ability to contribute to policy formulation.Contribution to the objectives: Being responsible for external relations and communication assures NDC image and credibility. The Incumbent actively contributes to the creation of an NDC corporate culture.Security ClearanceThe successful applicant will be required to apply for and receive a NATO Secret Security Clearance prior to final confirmation of contract and commencement of employment.ContractThis position is linked to a specific NATO project and is for a limited duration of 3 (three) years only.Serving NATO International Civilian staff will be offered a contract according to the NATO Civilian Personnel Regulations.
