Pauley Construction has a great opportunity available! We are currently seeking an experienced Telecom Manager to report out of Longmont, CO office. This is a full-time, benefits eligible position reporting directly to the Sr Director Operations Management. The Telecom Manager will be responsible for all reporting accuracy, timely reporting, business planning, industry direction, leadership through mentoring, evaluating and developing a business development plan and focus for each specific industry and management team.

Pay Range: Annual salary range for the Telecom Manager position is $72,000 -$85,000 per year, depending on experience.

Overview:

The Manager Telecom should size each Superintendent/District Manager to manage three to five crews of various sizes to make a business unit team. Exceeding five crews may be approved by the Area Manager based on repetitive and redundant job assignments with good results in the five focus areas of the company. The position of Supervisor should be considered while reporting to a Superintendent/District Manager in repetitive customer assignments where several crews can be easily managed. 

PART B. CUSTOMER ASSIGNMENTS:

Each year the Vice President of Operations and Regional Manager will review and assign or reassign certain customer(s) or contracts within a customer, to each District Manager and Area Manager. These assignments will be based on the previous year’s results, continued relationships, customer history, and revenue projections anticipated from each customer(s) or contract. Each District Manager and Area Manager will only focus on each approved customer assignment. Additional customer opportunities must be approved before assigning to any Manager.

Depending on the geographic nature and customer challenge, a District Manager may report to a Regional Manager rather than an Area Manager with approval. The motivation for this decision is due to isolation and service required for small customers that may be a distraction for an Area Manager structure allowing the District Manager to assume the responsibilities of managing each customer assignment.

The geographic area or specific customer assignment of an Area Manager will be decided by the Regional Manager. The decisions that dictate the geographic size, contract volume, or customer assignment will be based on one of these three scenarios as stated above while meeting the financial goals established in this job description for the Area Manager, Superintendent, and or District Manager positions of an area management team.

PART C: THE FUNCTIONARY FOCUS ROLE OF THE AREA MANAGER:

The primary function and duty of an Area Manager is to provide the leadership, training, and discipline to communicate and accomplish the company goals and objectives within Pauley Construction as related to this position. This includes the five focus areas of the company which are:

  1. Safety and Training – to demonstrate best in class excellence
  2. Financial Results, Forecasting, A/R & WIP– to drive operational excellence
  3. Business Development – to deliver exceptional value to our customers
  4. Employee Development – to identify exceptional employees and leaders
  5. Fleet Asset Systems Management & Facilities – overall utilization of idle, reduced rental, and cap ex

These five focus areas are covered in detail in section two of the full job description.

This position includes managing a combination of three to five Superintendents Project Managers or District Managers. In addition, this role is responsible for maintaining key sub-contract relationships and key vendor relationships as listed in section three.

It is the goal of Pauley Construction that the Area Manager receives training in any area listed above that is required by company policy and approved curriculum in order to accept full responsibility of managing the area business assignment. This training will be related to the qualifications for this position as listed in section three, Area Manager Qualifications.

Failure to successfully manage the goals and objectives of the company and requiring constant assistance and supervision from the Regional Manager or others in the company will result in demotion or termination of the Area Manager. This includes reoccurring issues that are not properly dealt with and action items that are not resolved in a timely manner.

Qualifications

AREA MANAGER QUALIFICATIONS AND EXPECTATIONS:

The goal of Pauley Construction is to have well qualified and trained leadership at all management levels within the company. Pauley Construction will require certain educational training and experience to qualify this position.

The position of Area Manager will need basic training to include:

  1. A serious focus will be on safe practices and safety training as described in this job description.
  2. Leadership training.
  3. Business development planning and forecasting.
  4. Good communication and presentation skills.
  5. Bidding and pricing based on approval levels.
  6. A financial understanding of the construction industry. (Previous training and experience will be considered as well as an approved financial course for general understanding.)

An approved curriculum will be reviewed and updated annually if needed for all training to achieve the above requirements.

Disciplinary Meetings:

A disciplinary meeting is a very serious meeting and will be called at a time when the operational structure is not in compliance with company policies regarding any area of the operations. The Area Manager, District Manager, Project Manager and Superintendent position in the company will be evaluated with great expectation of accomplishing all of the goals and objectives of the company.

Safety Related Disciplinary Meeting:

The Area Manager will be required to attend a specially called disciplinary meeting with the Regional Manager and the Divisional Manager or Vice President of Operations to review the safety results of the area when they do not accomplish the goals and objectives of the company. This meeting may be necessary due to employee injuries, lost time days, vehicle incidents, and job damages, results of the zero tolerance policy, field safety observations, near miss observations, OSHA, and DOT citations as related to accomplishing the safety goals of the company. Those in attendance will follow the structure of the company with respect to the divisional operations and safety structure.

Financial and Other Disciplinary Meetings:

When the financial projections or goals of the area are not accomplished, a special disciplinary meeting will be called. Other potential reasons for a disciplinary meeting would be due to customer relations, employee morale issues, unethical behavior, equipment misuse or abuse, excessive rentals, material vendor and sub-contractor issues. The Regional Manager, Divisional Manager or Vice President of Operations will be in attendance for a meeting regarding any of these issues with an Area Manager.

Any of these meetings will be viewed as a disciplinary meeting and notice. If the results of the Superintendent, Project or District Manager cause the Area Manager not to accomplish the goals of the area for the year, or the yearly projection indicates that the area will not make the annual goals, the Area Manager and business unit leader will receive disciplinary notice at the same meeting. A time frame with action items will be determined to correct the issues causing the business unit or area to have a disciplinary meeting and not accomplish the company goals. These meetings should be a workshop with a focus on correcting issues, not a means to quickly terminate or demote anyone in leadership.

Bidding – Pricing:

Bidding, pricing, and negotiating work is an important part of the Area Manager’s financial responsibilities. Maintaining consistent and steady work for the area team is also an important function of the Area Manager. Based on the nature of the structure, and the need to balance the work flow, the Area Manager must be completely responsible for keeping the area team financially challenged and productive.

The Area Manager will follow the approved bidding and pricing guidelines as established in company policy and adopted by the Regional Manager. Company policy may dictate the bidding procedure. However, the Area Manager will only bid and price work based on approval levels authorized by the Regional Manager with final approval up to and including the President.

Within these guidelines, each region or Regional Manager will be required to have a specific bid format and unit price guideline to train each Area Manager based on the specific needs of the area. This bidding and pricing format will be tailored to accommodate the specific needs of an industry of association for the area by the Regional Manager. Each Area Manager and in some cases a business unit leader will be trained by the Regional to utilize the bidding and unit pricing format that pertains specifically to the area. No one will be authorized to bid or price work for the area team until the process is developed and training with history and results are established. The Regional Manager will establish bid authority levels for each Area Manager in the region and those approved to bid within the area.

Facilities:

The Area Manager will keep all office, yard, shop, job sites and storage areas in a neat and orderly condition. All office, yard location, and leases must be approved by the President.

Procurement:

All outside suppliers such as sub-contractors, material vendors and rental equipment companies should be considered a valuable asset to Pauley Construction. The Area Manager must be a part of these relationships to include the Regional Manager.

  • The Area Manager must ensure that all dealings with outside vendors are ethical and built on good business values and relationships.
  • The Area Manager must be involved in the approval process of all material vendors and sub-contractor agreements within the area with final approval of the Regional Manager and Vice President of Operations and President if required. All pricing within the contract agreements will be approved in advance of starting a project. Advanced approval will include the bidding and pricing training received by the Regional Manager.
  • The Area Manager must also be included in the approval process regarding invoicing from material vendors and sub-contractors.
  • The Area Manager and Regional Manager will meet with all major suppliers of material and sub-contract services bi-annually for evaluation purposes.
  • The Area Manager enforces the contract agreements and company policy when dealing with all sub-contractors (See Sub-Contractor agreements).

Communication:

Each Area Manager is required to communicate to the company with weekly notes of the previous week’s activities. The notes will follow the guidelines of the five focus areas. These notes will include the events of the week concerning the safety results of the area team, training, hiring, termination, and promotions. Also included will be all customer meetings and topics, bid opportunities, and results of bids. The Area Manager will report any equipment needs and financial issues to include the results and revenue projections of the area and backlog of work.

Responsibilities:

  • The Area Manager is responsible for a defined area/region of operation set forth by the direct manager and will be in charge for daily production including superintendents, supervisors, foreman and crews reporting to the supervisors.
  • The Area Manager assists with all employee development within their designated area of operations to include employee growth and performance planning.
  • The Area Manager is responsible for ensuring customer requests and problems are handled in a professional and timely manner and within the proper guidelines
  • The Area Manager must ensure that all dealings with outside vendors are ethical and built on good business values and relationships.
  • The Area Manager must be involved in the approval process of all material vendors and sub-contractor agreements within the area with final approval of the Regional Manager and Vice President of Operations and President if required. All pricing within the contract agreements will be approved in advance of starting a project. Advanced approval will include the bidding and pricing training received by the Regional Manager.
  • The Area Manager must also be included in the approval process regarding invoicing from material vendors and sub-contractors.
  • The Area Manager will assist with employee hiring, coaching, onboarding, disciplining and termination as needed.
  • The Area Manager and Regional Manager will meet with all major suppliers of material and sub-contract services bi-annually for evaluation purposes.
  • The Area Manager enforces the contract agreements and company policy when dealing with all sub-contractors (See Sub-Contractor agreements).
  • The Area Manager may be working with other departments within Pauley Construction to accomplish goals and ensure business continuity.
  • Other managerial related tasks as assigned by direct manager

Qualifications:

Minimum Education/Experience Requirements:

  • 3 -5 years of underground utility construction experience involving managing various teams to meet daily production goals in a fast paced environment
  • Proven experience working with external customers to meet deadlines, resolve issues and provide solutions.
  • Any combination of education and/or experience that demonstrates ability to perform the designated job duties and responsibilities of the position.

Reasoning Ability:

  • Ability to make common sense understanding to carry out instructions that are provided in written, oral or drawing. Ability to deal with and understand problems involving different variables in many varied situations. Ability to collect, organize, disseminate and analyze significant amounts of information with attention to detail and accuracy.

Mathematical Skills:

  • Ability to calculate figures and amounts (measurements in terms of distance, proportions, percentages and area. Ability to apply concepts of basic mathematics including algebra and geometry.

Language Skills:

  • Ability to read, understand and interpret documents such as safety rules and requirements, machine manuals of operation and process procedures. Ability to write information including reports. Ability to speak effectively to customers, vendors and coworkers up through all levels of management and staff. Ability to speak effectively and clearly with the public and external customers.

Software Requirements:

  • Must have strong proficiency in Microsoft Office Products (Word, Excel, Powerpoint)
  • Must have general computer knowledge.

Other Requirements:

  • Must possess a valid driver’s license.
  • Must be able to pass a background check and company drug screening.
  • Must be able to attend and pass all company required training as needed.
  • May be required to work after hours; on weekends or be on-call as work is needed.
  • Regular and timely attendance is an essential function of this position.
  • Must possess excellent communication skills with both internal and external customers.
