SOLIDARITES INTERNATIONAL (SI) is an international humanitarian aid association which, since more than 40 years, has been providing assistance to populations affected by armed conflicts and natural disasters by meeting their basic needs for food, water and shelter. Particularly committed to the fight against diseases linked to unsafe water, the leading cause of death in the world, SI’s interventions provide expertise in the field of access to drinking water, sanitation and hygiene promotion, but also in the essential area of food security and livelihoods. Present in 26 countries, the SI teams – 3200 people in total, made up of expatriates, national staff, permanent staff at HQ, and a few volunteers – intervene with professionalism and commitment while respecting cultural norms.
About the mission
SI is currently mainly operating in Rakhine and in Kachin States with outreach emergency capacities through its local partners in Chin, Sagaing and Magway States. The operations are supported by the Coordination team based in Yangon.
While continuing to support the vulnerable communities suffering from a long-term protracted crisis, SI is also developing a stronger and more responsive Emergency component, either directly or through local partners, to tackle the growing needs spreading across the country.
In November 2022, 12 international staff and 310 national staff are working with SI Myanmar to implement projects focusing on Wash, FSL and Emergency response. Projects are ranging from immediate life-saving response (Water Scarcity in Rakhine, rehabilitation, Operation and maintenance of sanitation facilities, desludging and sludge treatment, water supply facilities, Emergency response to new displacements etc.) to the search for more sustainable solutions to protracted crisis (handover to communities and local organizations, capacity-building, community empowerment etc.).
SI’s main donors are FCDO, ECHO, CIAA, CDCS and UN agencies.
General objective:
Under the authority of the Country Director, and under the functional authority of the Regional Ethics and Compliance Expert (red Desk) at the headquarters, the Ethics and Compliance Coordinator’s role is to verify the conformity of internal practices and ensure the dissemination of good internal control practices.
He/she actively contributes to the success of external audits and ensures that internal control recommendations are implemented. He/she plays an active role in preventing and dealing with abuses, and in establishing a culture of risk management within the organization.
With some fellow coordinators at country office level (HR, MEAL) and in support to the 3 Field Coordinators and the Country Director, he/she leads on the roll out of Safeguarding action plan of the mission.
In collaboration with Grants and Partnerships Department and the concerned Field Coordinators, he/she lead the assessment of international and national partners and proposes recommendation to establish fair and mutually beneficial partnerships.
He/she is the main point of contact for head office concerning audits, archiving and questions relating to the association’s internal procedures.
The main challenges:
Access challenges: access to the country and, within the country, access to the areas of intervention remains a constant challenge to adapt to
Partnership approach: a strong focus is put on localization in all areas of intervention. This requires adaptation to new operational modalities and a strong support to local partners.
Multiplicity of funding & donors: mission has recently increased in size, securing new donors and new projects. This comes with increased requirements in terms of audit and compliance
Relatively new department, still being structured in terms of team and ways of working with the rest of the mission team
Priorities for the 2/3 first months:
Lead and coordinate all upcoming audits (external)
Roll-out the PSEA-H and Safeguarding action plans of the mission
Continue structuring the department
Support CD on the implementation of 2024 internal audit recommendations and action plan
Maintain the Partnerships/Localization agenda – focus on Due Diligence and risk identification/management
Security constraints
Limited in Bangkok, and to a certain extent in Yangon
All operational bases in Myanmar are now presenting medium to severe security constraints. Access to Sittwe (short visits) and to a lesser extent Bhamo (only if based in country) are possible to consider.
SI WILL OFFER YOU
A salaried position:
According to experience, starting from EUR 2860 gross per month (2600 base salary + 10% annual leave allowance paid monthly) and a monthly Per Diem 700 USD (Yangon), 750 USD (Bangkok), no Per Diem if home-based in the region
SI also covers accommodation costs and travel expenses between the expatriate’s country of origin and the place of assignment.
Breaks: During the assignment, a system of alternation between work and time off is implemented at the rate of 7 working days every three months (with a USD 850 break allowance, allocated by Sl). To these breaks periods, SI grants one (1) additional rest day per month worked.
Insurance package: Expatriates benefit from an insurance package which refunds all healthcare expenses (including medical and surgical expenses, dental care and ophthalmological expenses, repatriation) and a welfare system including war risks. Essential vaccination and antimalarial treatment costs are refunded.
LIVING CONDITIONS:
Individual Housing pack in Bangkok or in Yangon
Internet and telephone network are without any constraints in Bangkok, could be of lower quality and reliability when in Myanmar (overall OK in Yangon with specific internet restrictions by the authorities)
Restaurant & social life: When in Bangkok, life in a global metropolis. When in
Yangon, the social life scene has shrunk a bit since 2021, but there is still a community and a diversity of options for social and outgoing life.
Security risks are low, and restrictions are very limited.
However, when going on the field bases, living conditions are more basic, with fewer opportunities for socialization, as well as some individual movements’ restrictions. Security levels vary according to the different geographical locations and changes of context.
Education / academic background:
University level degree, preferably a Master’s degree in International Affairs, Humanitarian or Development studies.
