Position Title: National Finance Officer (Health Data and Reporting)

Type of Appointment: One year with possibility of extension

Salary: Php 1,384,818.00 per annum net of taxes

Context

Under the overall supervision of the Finance Officer of the Migration Health Division (MHD) in Geneva, and the direct supervision of the Finance and Administrative Officer (MHD) in Manila, and in close coordination with the Senior Programme Coordinator, the Regional Health Assessment Programme (HAP) Coordinators and Team Leads of the Global Health Programme Monitoring and Admin-Finance Support (PAF), the successful candidate will be accountable and responsible for supporting the thorough reporting, visualization and assessment of fees and fee structures of all ongoing and future fee-based health assessment projects to contribute to financial sustainability and optimal growth of the projects while maintaining competitive and sustainable service fees. S/he will oversee and supervise the Fee Analysis dedicated Team.

Required Qualifications and Experience

Education

  • Master’s degree in Accounting, Finance or a related field from an accredited academic institution, with relevant professional experience; or
  • University degree from an accredited academic institution, with two years of relevant professional experience.
  • Professional certification such as Certified Public Accountant (CPA) or equivalent is an advantage.

Accredited Universities are those listed in the UNESCO World Higher Education Database.

Experience:

  • Experience in the field of accounting or finance; experience in audit and invoicing is an advantage;
  • Supervisory experience and ability to lead a team;
  • Experience in writing financial performance narrative reports, budget narrative analysis, financial standard operating procedures and work instruction manual is a must, and
  • Experience in automating financial, budgeting and invoicing processes an added advantage.

Skills:

  • Sound knowledge of accounting systems and/or Oracle plus generally accepted accounting principles, IPSAS, business risk controls, and audit/review procedures;
  • Strong Financial Acumen: Proficient in financial reporting, data analysis, and interpretation of financial trends.
  • Computer literacy including proficiency in MS Office applications, particularly in MS Excel; Proficiency in business intelligence tools (Power BI, Tableau), advanced Excel, and ERP systems like ORACLE.
  • Communication: Skilled in conveying complex financial data in an understandable manner for non-financial stakeholders.
  • Proven analytical and problem-solving skills.
