Minimum Qualifications:

Bachelor’s Degree in Computer Science, Information Systems, Information Technology, or related field; supplemented by six years of Network Management administration, 2 years of network design and implementation leadership experience or related field; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.

Specific License or Certification Preferred or Required within the first year of employment: Certification in one or more of the following areas is preferred: CCNP, CCIP, CCAr or equivalents preferred. Must possess and maintain a valid Georgia driver’s license.

Specific Knowledge, Skills, or Abilities: Must be technically competent, have strong communication and collaboration skills, and strong documentation and diagraming skills. Possess experience with a wide array of network related to technology components (e.g. Network Architecture, Network control protocols (DHCP, QOS, PoE, IPv4, HTTP, DNS, 802.11a/b/g/n/ac)n Network management protocols (CDP, SNMP), Network Routing protocols (OSPF, BGP, IGRP, EIGRP), Network Fabrics, Software Defined Networking. Must be able to demonstrate proficiency of the essential functions and learn, comprehend, and apply all county or departmental policies, practices, and procedures necessary to function effectively in the position.

Purpose of Classification:

The purpose of the Network Architect is to provide network resources and subject matter expert that is responsible for the design of the County’s enterprise grade network. This positon will design additions, new functionality and make changes to the network design and architecture needs to support the new requirements. This positon must have expert level knowledge of Network layer 2, layer 3, Local area networks, wide area networks, routing, wireless and network fabric protocols and concepts. 

Essential Functions:

The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.

Functions as team lead with design and implementation of work assignments; Monitor and maintain the county network, ensure that the appropriate capacity and availability meets the need of the departments; Manage the county’s wireless network infrastructure which includes controllers, load balancers, access point and VPNs; Responsible for installing, testing wired and wireless network monitoring tools and infrastructure components. 

Designs expansions and additions to the County’s network to exploit technology advances and meet new requirements; provide periodic network technology refreshers approximately every 5 years to replace aging technology; design modifications to the County network to integrate the existing network with minimal disruption; modify network design to respond to changes in network usage and priorities; maintain and modifies network design in concurrence with enterprise architecture.

Leads implementation and develops implementation plans for large network expansions; Lead implementation and develops implementation for software upgrades for network devices; Lead implementation and develops implementation plans to add new functionality to the County network. Design and implement test plans to verify network implementations are functioning as designed and ensure previously existing network functionality is not impacted.

Develop and maintains network and architectural documents; set standards and oversee the maintenance of the network as built documentation; document as built network design and implementation; maintain network architecture document in concurrence with enterprise architecture; maintains and documents network standards.

Review and maintain knowledge of enterprise architecture and direction; participates in enterprise architecture design to provide network architecture expertise; ensure network design is in alignment and supportive of the enterprise architecture.

Trains and mentors junior and senior network engineers; regularly review and explain network architecture and design to the network staff to ensure their understanding of the design as it evolves and changes; seek network staff input and knowledge of operational constraints and issues as an input to network design; utilize knowledge of network design to assist in diagnosing and correcting network issues and outages.

Designs and leads implementation of network monitoring and management tools in conjuction with network staff to define requirements and evaluate network monitoring and management tools.

Review key network vendor documentation and websites for new product and functions as well as vendor white papers; attends local user groups and network vendor educational presentations and attend network conferences.

Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures; Reviews, assesses, analyzes and implements various reports, including information sharing reports, security/network reports, and change reports; trains, disseminates, and presents various security reports, policy documents, and security/infrastructure charts.

Operates or uses various equipment, servers and supplies in order to complete work assignments; Operates and maintains servers/storage technologies, security/network equipment, endpoint/internet of things; operates a personal computer to enter, retrieve, review or modify data, utilizing word processing, spreadsheet, database, presentation, Internet, e-mail, or other software; and operates general office or other equipment as necessary to complete essential functions.

Communicates with IT technical support staff, IT application support staff, County officials, supervisor, other employees, and other individuals as needed to coordinate work activities, review status of work, analyze information, exchange information, or resolve problems.

Mathematical Aptitude: Requires the ability to perform addition, subtraction, multiplication and division; ability to calculate decimals and percentages; may include the ability to calculate algebraic calculations, and the ability to interpret graphs.

Functional Reasoning: Requires the ability to apply principles of influence systems, such as motivation, incentive, and leadership, and to exercise independent judgment to apply facts and principles for developing approaches and techniques to resolve problems.

Situational Reasoning: Requires the ability to exercise judgment, decisiveness and creativity in situations involving the evaluation of information against sensory, judgmental, or subjective criteria, as opposed to that which is clearly measurable or verifiable.

Other Requirements:

Physical Ability: Tasks require the ability to exert very moderate physical effort in light work, typically involving some combination of stooping, kneeling, crouching and crawling, and which may involve some lifting, carrying, pushing and/or pulling of objects and materials of moderate weight (<10 pounds).

Sensory Requirements: Some tasks require the ability to perceive and discriminate colors or shades of colors, sounds, and visual cues or signals. Some tasks require the ability to communicate orally.

Environmental Factors: Performance of essential functions may require exposure to adverse environmental conditions, such as disease/bodily fluids, electrical currents, violence, traffic hazards, and animal /wildlife attacks.
