Network Engineer II

IT@JH Networking, Telecom and Data Ctr is seeking a Network Engineer II who is responsible for High Speed Research Networking infrastructure for the Enterprise. The Network Engineer II will also provide advanced network design to all research projects needing Hornet. Position will work with Network Manager and Architect to developing standards and documentations for implementations of new and current technologies.

This positions main responsibility will be is for research networking infrastructure (cabling (fiber and Copper), equipment (recommendations, configuration, upgrading and troubleshooting), performance testing and monitoring (cacti, Cloudvision) on the Johns Hopkins Enterprise Network (MARCC, Bayview, East Baltimore, Homewood campuses).

The Network Engineer II will interact with Researchers to support the needs of the Enterprise Research Network or Hornet (High Speed Research Network). Interactions are typically design meetings for requirements gathering or collaborations with their peers and sometimes end-user support. The typical customers are IT personnel, University staff, and faculty. The Network Engineer II is responsible for supporting high speed connectivity to all aspects of the Enterprise. The Network Engineer II will participate in engineering design meetings and be a lead on network projects related to supporting Hornet. The Network Engineer II typically works independently and receives project and support work from their manage or the Network Architect; they may also receive tasks from the Service Now as Incidents or requests for service.

Job Scope/Complexity

Position primarily focuses on moderately complex designs for data and voice communication systems throughout the Johns Hopkins enterprise. Position may assist with more complex designs that involve a multitude of variables, multiple vendors, and a broader customer base. Job complexity includes design/engineering/installation of medium sized projects (multiple buildings to campus wide), troubleshooting moderately complex routing and switching protocol issues, and interfacing with customers to understand needs. Typically, this job is focused on a primary Johns Hopkins campus; however, this position is expected to travel throughout Maryland/DC to cover any Johns Hopkins location as required.

Specific Duties & Responsibilities:

Network Analysis & Design

• Plan medium sized technical projects (e.g., from inception to completion by using standard project planning tools to deliver successful solutions.
• Responsible for network planning, design and engineering by reviewing work of tier-1 and tier-2 personnel to ensure network projects are delivered successfully.
• Develop project planning documents by using established departmental guidelines to deliver successful projects.
• Give formal presentations on ideas, designs, plans, and/or solutions by using standard presentation tools to communicate to a variety of audiences.

Installation & Configuration

• Install and configure networks from inception to completion by following standard project plans to deliver successful solutions.
• Install and configure medium size networks, including implementation and verification of connections to remote sites in a WAN by using established procedures and tools to deliver quality products to customers.
• Implement changes by adhering to the change management policies and procedures for any given project. Communicate to all parties the nature, significance, and risk factors of the solution.
• Install, configure, and interpret results of network analyzers to proactively manage performance and identify, resolve, and prevent problems.

Maintain & Trouble shoot

• Solve campus wide technical problems in pressure situations in a positive manner while successfully interfacing with technical peers and customers by using troubleshooting tools and experience to provide a solution to the customers.
• Analyze situations involving moderately complex problems by following standard practices and procedures to provide suggested solutions to customers.
• Solve moderately complex network and/or wireless issues by using standard problem analysis tools to provide a successful solution to the customers.
• Maintain medium size to large scale route and switched networks (10,000 to 20,000 nodes), including verification of connections to remote sites in a WAN by following documentation provided for the solution to ensure a stable network
• Coordinate and solve moderately complex network issues that have been escalated from tier-1 personnel (Network Analyst, Network Technician) or tier-2 personnel (Network Engineer I), inclusive of setting up network analyzers and interpreting results, by using standard network analysis tools to provide a successful solution to the problem.
• Troubleshoot medium size to large scale route and switched networks, including verification of connections to remote sites in a WAN, by using standard network analysis tools to provide successful solutions to the customers.
• Analyze and determine root cause of problems by reviewing hardware vs software, hardware vs firmware, software vs operating system, network vs applications/systems, and patterned vs non-repeatable issues to deliver solution to the problem.

Technical Collaboration

• Interface successfully and positively with a broad customer base with varying degrees of technical competency by using verbal, written, and other communication tools to promote collaboration among colleagues.
• Work with researchers on the implementation of advanced networking technologies, such as Internet2 by participating in meetings, forums, seminars to provide guidance in the use of newer technologies.
• Collaborate with school, campus, or Enterprise-wide peers on assignments.
• Work with other staff positions such as Network Engineer I, Analysts, or Network Technicians, to share knowledge and give them guidance with their tasks and training in the tools to be used.
• Perform other related duties as requested.

On-Call Requirement

• Yes, may be required to troubleshoot and support network issues outside of normal business hours.

Minimum Qualifications

• Bachelor’s Degree.
• Four years of related experience.
• Additional education may substitute for required experience and additional related experience may substitute for required education beyond HS Diploma/Graduation Equivalent, to the extent permitted by the JHU equivalency formula.

Preferred Qualifications

• Bachelor’s Degree with six years of experience in a university setting and knowledge at a thorough level in the following areas.
  • Layer 3 technologies (BGP, EIGRP, OSPF, MLAG, NAT, PAT, MPLS)
  • Layer 2 technologies (Spanning Tree, PoE, QoS, VoIP, VXLan)
  • DWDM
  • Copper Cabling, Fiber and Optics
  • TCPIPv4 and v 6
  • DHCP

Starting Salary Range: $73,300 – $128,300 Annually (Commensurate w/exp.)
