Position Description
The Network Engineer provides first response support for the county’s network operations team as well as schedules and performs infrastructure upgrades and repairs including configuring and installing routers and switches. This position leverages a combination of strong technical aptitude and keen troubleshooting skills to support day to day operations and infrastructure upgrade projects. The person holding this position is a senior technologist with time management skills in a fast moving environment. Work is performed with relative independence within defined policies and procedures, and is reviewed by a technical superior to ensure standards are adhered to. Clear communication is a critical component of the position. In addition, this position requires a willingness to mentor others in both technical and soft-skill areas.

Examples of Duties and Knowledge, Skills and Abilities

Provide first response troubleshooting support for customers and team members at sites throughout the county by monitoring network performance and identifying, communicating, diagnosing and resolving operational issues.
Configure, install, migrate, test, monitor and maintain the components that comprise both the WAN and core network infrastructures including, but not limited to Cisco routers, switches, wireless, and VoIP.
Ensure operational readiness, optical performance, and integrity in the OSP across all network delivery systems to support the reliable delivery of optical signals from the OSP network to the customer premise.
Support existing as well as new installations of network based solutions including Video Surveillance, VoIP, and WiFi.
Conduct site surveys in support of network, voice and video upgrades; review designs and quotes; and provide recommendations of design and hardware requirements for site upgrades.
Design physical layout of network closets including racks, ladder racks, structured cabling, environmental and electrical requirements as well as outside fiber plant.
Project manage infrastructure projects including the coordination of construction, electrical, and cabling contractors and ensure work meets quality and documentation standards.
Manage receipt and inventory of hardware to include tracking, bar coding,and salvaging retired equipment.
Work with customers and other team members to understand requirements, assess options and propose solutions to technical and business problems.
Communicate with customers through planning, implementation and support of network technologies.
Maintain required records and document network configuration including diagrams, detailed design information and as-builts using tools such as Lucidchart and OSPInsight.

KNOWLEDGE, SKILLS, AND ABILITIES
Working knowledge of physical network infrastructure including structured cabling, outside fiber plant, and network closet design.
Working knowledge configuring and supporting Cisco routing and switching equipment as well as Cambium Wireless and campus wireless technologies.
Strong understanding of Data Center operating systems including Power Distribution including AC and DC power, UPS systems, generators, HVAC and fire detection.
Working experience troubleshooting a complex fiber attached, multisite networking environment that supports critical enterprise operations.
Working experience conducting site surveys and capturing users needed through the implementation of the new infrastructure.
Working experience using monitoring and documentation software including LogicMonitor, OSPinsight and Lucidchart.
Working experience transporting, carrying, lifting and installing equipment using necessary tools independently.
Able to pull, test and terminate Cat5, Cat6, fiber optic cabling as well as knowledge of test equipment including Fluke and OTDR.
Must be able to use hand tools, test equipment, pull and terminate a wide variety of cables.
Must have strong oral and written communications skills for both customers as well as technical audiences.
Minimum Qualifications
Graduation from an accredited four-year college or university with major course work in mathematics, public or business administration, or a related field, including or supplemented by specialized training in electronic data processing, programming, operations, and methodologies; and one (1) or more years of experience in telecommunications, computer operating systems, and data base management.
Note: Graduation from an accredited four-year college or university with major course work in mathematics, public or business administration, or a related field, including or supplemented by specialized training in electronic data processing, programming, operations, and methodologies may be substituted on a year for year basis with experience working in a complex network enterprise environment with direct hands on experience configuring, analyzing and implementing network equipment and providing daily operational support, in addition to one (1) or more years of experience in telecommunications, computer operating systems, and data base management.
Supplemental Qualifications
Preference will be given to applicants with the following experience:
1. Current certifications strongly preferred: Preferences CCNA – R&S; Network+
2. Working experience monitoring network performance using network monitoring tools such as Solarwinds and identifying, communicating, diagnosing and resolving operational issues.
3. Working experience troubleshooting physical network infrastructure issues through application performance issues attributed to the network.
4. Working experience configuring, installing, migrating, testing, and maintaining components that comprise both the WAN and core network infrastructures including, but not limited to Cisco routers and switches.
5. Working experience supporting existing as well as new installations of network based solutions including Video Surveillance, VoIP, and WiFi.
6. Working experience designing the physical layout of network closets including racks, ladder racks, structured cabling, environmental and electrical requirements as well as outside fiber plant.
7. Working experience conducting site surveys in support of network, voice and video upgrades; review designs and quotes; and provide recommendations of design and hardware requirements for site
upgrades.
8. Working experience coordinating with construction, installation, electrical, and cabling contractors on infrastructure upgrade projects and ensuring work meets quality and documentation standards.
9. Working experience managing receipt and inventory of hardware to include tracking, bar coding, and salvaging retired equipment.
10. Experience working with customer and other team members to understand requirements, assess options and propose solutions to technical and business problems.
11. Working experience communicating with customers through planning, implementation and support of network technologies.
12. Experience document network configuration including diagrams, detailed design information and as-builts using tools such as Viso, Lucidchart and OSPInsight.
13. Working experience transporting, carrying, lifting and installing equipment using necessary tools independently.
