About Technical Authority: Technical Authority (TA) is an arm of Network Rail (NR). Its purpose is to support NR’s front line to deliver safe and efficient performance for passengers and freight. This is done by providing technical leadership and specialist expertise, managing the National Control and Competence Frameworks, facilitating technical growth and lateral learning and assuring regional delivery. We have the best engineers within TA, and many are undoubtedly world leading specialists within their fields.

Brief Description

Role Overview:

We are seeking an experienced and dynamic Network Technical Head of Telecoms to provide technical and safety leadership for telecoms engineering assets. This role requires a deep understanding of telecoms engineering within the railway industry and the ability to support Network Rail’s business objectives through effective asset management.

Job Purpose:

  • Provide technical and safety leadership for telecoms engineering assets in accordance with the Network Rail Health & Safety Management System.
  • Own and manage the company Asset Management Policy for telecoms engineering assets to support Network Rail’s business objectives.

About the role (External)

Key Accountabilities:

1. Technical Leadership:

  • Provide expert technical advice and leadership for the management of telecoms engineering assets.
  • Ensure compliance with the Network Rail Health & Safety Management System.

2. Asset Management:

  • Own the Asset Management Policy for telecoms engineering assets.
  • Support Network Rail’s business objectives through effective management of telecoms assets.

3. Engineering Excellence:

  • Lead and inspire telecoms engineering teams, ensuring high standards of performance and compliance.
  • Promote best practices and continuous improvement in telecoms engineering processes.

4. Stakeholder Engagement:

  • Collaborate with internal and external stakeholders to align telecoms engineering activities with broader business objectives.
  • Represent Network Rail’s telecoms interests in industry forums and technical committees.

5. Regulatory Compliance:

  • Ensure telecoms engineering activities comply with relevant regulations and standards.
  • Influence the development of external regulations and standards to protect Network Rail’s interests.

6. Innovation and Improvement:

  • Drive innovation in telecoms engineering to enhance safety, reliability, and efficiency.
  • Implement engineering improvements and manage change effectively in a safety-critical environment.

Qualifications and Experience:

Essential:

  • Chartered Engineer
  • Member of IET and IRSE
  • Recognised leadership capability in telecoms engineering within the railway industry
  • Sound understanding of asset management strategies
  • Extensive experience in managing telecoms engineering processes, assets, and products
  • Comprehensive knowledge of engineering systems, standards, and process integrity
  • Proven track record of delivering engineering improvements in a safety-critical or public-facing industry
  • Ability to inspire and lead teams
  • Resilient with the ability to handle multiple engineering issues simultaneously

Desirable:

  • Fellow of an appropriate institution
  • Experience in senior-level negotiations and balancing diverse stakeholder views
  • Highly collaborative and skilled at building productive relationships
  • Experience in developing and delivering business plans

Band & Salary: 1B £97,850 – £110,081 per annum, plus benefits depending upon experience (Any salary offered will be within the advertised salary range)according to business needs)
