The Information Technology Division is actively seeking a Network and Telecom Infrastructure Manager.

This position reports to the Technology Infrastructure Manager and is responsible for the leadership of the network and telecom team and management of all voice and data network, wireless, and telecom infrastructure. The employee will have both leadership and technical skills to effectively and efficiently manage the IT network and telecom infrastructure technologies and personnel. The employee works closely with the IT management team and business units.
Examples of Work
Primary responsibilities shall include the following:
- Ensures high availability of mission critical business systems.
- Leads network and telecom team members in their daily activities.
- Proactively monitors infrastructure resources to mitigate outages and service interruptions.
- Optimizes enterprise-wide capacity utilization of network, telecom, and wireless infrastructure to meet business requirements: includes, but is not limited to LAN, WAN, routers, switches, UPS, VOIP, PBX, and carrier services such as leased line, ASE, Metro-E, T1, FIBER, COPPER and PRI.
- Ensures timely upgrades and patches to infrastructure firmware, hardware, and software products.
- Owns and maintains controls on system backups and recoverability.
- Manages service requests, change orders, and monitoring of system alerts.
- Maintains network security.
- Subject matter expert in infrastructure systems areas including, but not limited to, operating systems and device firmware, monitoring processes and tools to monitor devices, their capacity and performance, and vendor software products.
- Establishes and maintains infrastructure standard operating procedures, along with infrastructure replacement and refresh strategy.
- Organizes and maintains inventory of all hardware and software resources.
- Manages business projects for the Network and Telecom areas and miscellaneous assigned projects.
- Prepares annual technology budget, manages expenses, identifies cost savings and cost avoidance opportunities.
- Recruits staff, interviews, and hires.
- Conducts employee mentoring, performance reviews, holds employees accountable for optimal performance, and counsels when needed, consistent with the City’s HR guidelines.
- Communicates clear direction, manages for results, and leads organizational change.
- Assigns responsibility, takes corrective action, demonstrates leadership in evaluating, developing, and motivating employees.
- After hours work as required.

- Experience managing a budget effectively, including the development of (RFP) Request for Proposals, gathering business requirements, presentation, review and gaining final approvals of RFP’s.
- Experience in developing and renewing service contracts on-time and establishing service level agreements with telecom providers.
- Cisco CCNA, or comparable technology certifications are a plus.
Open Requirements/Supplemental Information
Position Requirements:
- Nine (9) years of education and/or professional experience in information technology with at least five (5) years of experience in information technology is required.
Preferred
- Network/telecom infrastructure support is preferred.
- Bachelor’s degree from an accredited institution in IT, Computer Science, or related field preferred.
Licensing/Certification/Registration:
- A valid driver’s license is required prior to appointment and must be maintained during employment in this class.
- Must qualify for prior to appointment, obtain, and maintain during employment in this class a City of Jacksonville certification as a public driver.
Other Requirements:
- Depending on assignment, may be required to obtain specialized certifications.
- Must pass the Criminal Justice Information Services (CJIS) background screening performed by the Jacksonville Sherriff’s Office prior to appointment. Within 30 days of appointment date to classification, acquire and maintain the appropriate level of Criminal Justice Information Systems (CJIS) certification which corresponds to the job responsibilities. The level will be determined by current CJIS guidelines and may change periodically. Certification is obtained by successfully completing a web-based training course and test which covers physical security, incident response, the protection of information and other IT specific security threats, vulnerabilities, and risks.
