PI provides tools to develop HRDs’ capacities to manage their own security as their struggle against impunity and work in favour of human rights and democracy in their respective countries or regions. PI seeks to contribute to a situation where HRDs are recognised as legitimate actors for social change and to an environment where they can exercise their right to defend universally accepted human rights.Protection International has its global office in Brussels, but primarily works where protection of HRDs is needed. PI has long-term presence in several countries of Africa, Asia and Latin America.General ObjectiveUnder the leadership of the Head of the Programme Coordination & Fundraising Unit, the Programme Coordinator – Resource Mobilisation will contribute to the implementation of the Financial Resilience and Sustainability Strategy. This role focuses on engaging core donors, managing donor relationships, and supporting strategic initiatives.Duties & ResponsibilitiesKey Responsibilities:1. Engagement with Core Donors (60%)

  • Major Donor Cultivation and Stewardship:
  • Manage and develop a portfolio of major donors, focusing on those providing unrestricted funding (e.g., US Foundations, Ministries of Foreign Affairs, and Lotteries).
  • Build and maintain personalised relationships to ensure long-term financial support for PI’s programmes.
  • Co-develop tailored offers, concepts, and proposals for donors, consortia, and partner INGOs.
  • Pipeline Management:
  • Utilise PI donors and grant management software for pipeline tracking.
  • Develop a funder/partner diligence process, spearhead best practices for relationship management, and foster cross-team collaboration.
  • Reporting and Communication:
  • Develop high-quality narratives and reports based on information from Regional Hubs and Country Offices, aligning with PI’s strategic framework and contractual obligations.
  • Ensure timely submission of proposals, concept notes, and project reports to donors.
  • Represent PI eloquently in key networks, events, and strategic meetings to raise visibility and interest.
  • Maintain regular communication with donors beyond reporting, including content exchanges on protection and participation in donor consultations.
  • Ensure timely follow-up (acknowledgments, reporting, and accountability) and appropriate record-keeping.
  • Develop compelling pitches and content for communication materials targeted at top donors.
  • Donor Scouting and Acquisition:
  • Conduct research on prospective donors and strategic partners.
  • Develop a database of core donors, focusing on US philanthropic foundations and expanding to EU, African, and Asian foundations, as well as institutional donors (NORAD, SIDA, DANIDA, MFA Germany, MFA Belgium, Dutch MFA).
  • Prospect, cultivate, and steward strategic partnerships with institutional funders and foundations, emphasising funders with a power-restoring approach.
  • Scout and approach new donors through intelligence work, defining donor profiles and developing outreach strategies.
  • Maintain contact and develop a strong network through meetings, networking.
  • Develop high-level proposals, liaising with the Finance Department for budget development.
  • Ensure internal cost recovery principles are applied to all new funding proposals.

2. Coordination of Strategic Initiatives, with a focus on EU proposals (30%)

  • Act as the focal point for large-scale initiatives (in particular EU proposals) involving multiple countries or a regional component.
  • Support the team with expertise in developing EU proposals and propose innovative ideas.
  • Support the development of strategic consortium partnerships with CSOs and academic organisations.
  • Co-create strategic funding concepts and proposals with Hubs and Country Offices.
  • Participate in external working groups, roundtables, high-level meetings, conferences, and sector events at EU level

3. Support to Programme Coordination (10%)

  • Contribute to the Programme Coordination Unit (PCU) action plan, annual income forecasts, and budget monitoring in collaboration with the PCU team. Update income sheets and monitoring tools regularly.
  • Provide quarterly and annual reporting on programme core funding performance across PI.
  • Support efforts to secure co-financing for all institutional and high-value grants.
  • Train coordinators and officers in fundraising, donor acquisition, and cultivation. Deliver training on specific donors and best practices to other units, regional hubs and country offices.
  • Stay abreast of political and social situations affecting HRDs to convincingly communicate PI’s work to donors.
  • Coordinate the development of fundraising and pitch communication materials with Communications, Advocacy, and PRTU teams.
  • Manage external consulting support and interns as needed.
  • Keep up to date with and propose innovative fundraising techniques.
  • Undertake other duties as required

Job RequirementsEducation

  • A relevant degree – preferably a Masters’ degree – in Social Sciences (political science, Human rights, sociology, international relations, anthropology), educational sciences and similar fields.

Experience

  • 7 to 9 years’ experience with an NGO in programme funding, proposal development, and donor liaison.
  • Experience developing positive and long term relationships with to private donors (trusts, foundations, lotteries, high net worth individuals, corporates)
  • Experience developing successful proposals to the EU/institutional donors (e.g., NORAD, SIDA, DANIDA, MFA Germany, MFA Belgium, Dutch MFA).
  • Knowledge of HRBA and programmatic expertise in human rights defenders protection, women’s rights, youth programming, disability rights, feminist leadership, policy, and campaigns.
  • Work experience in Africa, Latin America, or Asia is an advantage

Skills & Knowledge

  • Excellent writing, reasoning, and analytical skills.
  • Excellent interpersonal, communication, and negotiation skills in a multicultural environment.
  • Ability to lead complex proposal development. In-depth understanding of logical frameworks as tools for developing theory of change and intervention logic.
  • Ability to prioritise workload and work with minimal supervision.
  • Preferred demonstrable focus on human rights and relevant working experience
  • Experience in innovative fundraising methods, such as crowdfunding, is welcomed.
  • Capacity building experience, including training and skills development.
  • Availability to travel if required.

Languages

  • Proficiency in English(written and oral) is compulsory; French, Spanish, or Dutch are strong assets.

Other requirements

  • The Programme Coordinator – Resource Mobilisation Coordinator will be based in Brussels, Belgium for the first two years, with the possibility for the position to be stationed remotely in a country where there is a PI regional hub or office.
  • We encourage global applications with a preference for candidates who have residency status in Belgium/EU.
