Position Overview
The Project Officer will play a critical role in supporting the Project Director for the project, ” Promoting the Voices and Engagement of Persons with Lived Experience to Prevent Labor Exploitation” in the Philippines by managing the day-to-day administration and financial operations of the project locally. This position will support the Project Director in coordinating and managing project operations, providing oversight of sub-recipients, and driving capacity-building initiatives. This position will ensure that project timelines, budgets, and deliverables are met, while maintaining compliance with FTS and U.S. Government (USG) financial regulations and policies in coordination with the finance and grants officer.
Principal Responsibilities
Project Operations Management:
- Support the Project Director in planning, coordinating, and executing project activities across all targeted sectors.
- Ensure smooth day-to-day project operations, including scheduling, logistics, and resource allocation.
- Monitor adherence to timelines, budgets, and deliverables, addressing challenges proactively.
Sub-Recipient Oversight
- Conduct financial assessments of sub-recipients to ensure they have the capacity to manage USG funds.
- Provide training and technical assistance to sub-recipients on financial management, reporting, and compliance.
- Monitor sub-recipients’ financial performance, ensuring timely and accurate financial reporting and adherence to agreed-upon budgets.
- Ensure that sub-recipients comply with all USG financial requirements and policies.
Capacity Building and Training:
- Coordinate capacity-building initiatives for local partners, field teams, and stakeholders to enhance project implementation and sustainability.
- Organize and facilitate workshops, training sessions, and knowledge-sharing events to strengthen the capacity of project participants.
- Provide ongoing training and capacity building for project staff and sub-recipients on financial management and compliance.
Risk Management:
- Proactively identify financial and operational risks to project implementation and develop mitigation strategies in collaboration with the Project Director and finance and grants officer.
- Ensure that all financial activities are conducted transparently and with accountability.
- Ensure timely monthly, quarterly, and annual financial reports are provided to the finance and grants officer and project director in the desired format.
Relationships
- The project officer reports to the project director and coordinates closely with the project finance and grants officer based in the USA.
- Coordinate and work closely with local partners, staffs, and other FTS team members located internationally.
- Maintains working relationships with all project stakeholders.
Travel
The project officer is expected to frequently travel to project sites in the Philippines.
Position Qualifications
The ideal candidate will be expected to:
• At least 3 years of experience in project finance management and knowledge of USG financial regulations particularly DOL-ILAB.
• Proven experience in financial reporting, budgeting, and sub-recipient oversight.
• Experience conducting financial audits and implementing internal controls.
• Proven experience working with vulnerable populations, including PLE, and coordinating with government bodies and local organizations.
• Bachelor’s degree in Accounting, Finance, Business administration, project management, or a related field. A Master’s degree is preferred.
• Fluency in written and spoken English is required and knowledge of local languages.
• Prior experience in and ability to work in The Philippines without sponsorship.
• Proficiency in Microsoft Office suite and financial management software.
Compensation will be dependent on candidates’ qualifications.
