State Accountability, Transparency and Effectiveness (“State2State”) Activity’s purpose is to increase the accountability, transparency and effectiveness of selected states and local governments (LGAs) in Nigeria, by: strengthening governance systems (with a focus on public financial management [PFM] and procurement, as well as monitoring and evaluation) related to the delivery of services in key sectors (basic education, primary health care, and water, sanitation and hygiene [WASH]); increasing government responsiveness to citizen needs and priorities; and improving government and civil society capacity to manage conflict (through work on prevention, mitigation and reconciliation with the same sectoral partners, not stand-alone assistance to the police or judiciary).
State2State will achieve this purpose by facilitating the strengthening of subnational governance systems in a sustainable manner, supporting the efforts of local reformers, and building on locally derived solutions including, to the extent possible, reforms already working in other parts of Nigeria.
To this end, State2State is seeking to add to its database potential capacity building consultants in the following technical and functional areas of Public Financial Management (PFM):
- Budget Planning, Administration and Execution
- Budget Transparency
- Procurement Reform
- Auditing
- Internal Controls
- Domestic Resource Mobilization (DRM)
- Public Debt Management
Qualifications
This opportunity is open to individual applicants, who have NOT worked with State2State, only. Interested applicants should meet the following qualifications:
- Minimum of master’s degree in accounting, Finance, Economics, Public Administration, or other relevant fields.
- Minimum of 5 years of consultancy experience in functional areas of Public Financial Management.
- Experience in working with civil society, government, and inter-governmental institutions.
- Very strong ICT skill set, especially in the use of PowerPoint, Microsoft word, and others in the Microsoft suite.
- Good team player and highly organized with strong planning, coordinating, and time management skills.
- Membership in an accounting professional body (ACCA, ICAN) is desirable.
- Experience in working with USAID and other international donors.
- Excellent facilitation and training skills.
- Excellent report writing skills.
- Excellent oral presentation skills.
Pre-qualification Procedure
Applicants will be screened for the purpose of pre-qualification. The pre-qualification procedure is a proactive measure intended to speed up the process of contracting consultants for the provision of services. The applicants that are pre-selected will be included in a database and will be considered for engagement on relevant assignments.
