Context

Under the overall guidance of the Senior Regional Resource Management Officer (SRRMO) at the IOM Regional Office (RO) for the European Economic Area, the EU and NATO in Brussels, and the direct supervision of the Regional Resource Management Officer (RRMO), the Regional Resource Management Support Officer (RRMSO) is responsible for contributing to the monitoring and support of the financial, human resources, procurement and other administrative functions of the Country Offices (COs) within the region, as well as for contributing to the efficient financial management of the Regional Office.

Core Functions / Responsibilities

  1. As a member of the Regional Resource Management Unit, contribute to supporting and offering guidance to missions in the region on matters related to IOM administrative issues, local institutions, regulations and human resources to increase their effectiveness. Contribute to ensuring that field missions in the region comply with relevant IOM rules and regulations in the areas of general administration, finance and human resources;
  2. In coordination with the RRMO, monitor the implementation of appropriate processes, mechanisms and internal controls in the COs within the region to prevent fraud and mismanagement. Undertake mission assessments as assigned, identify issues and prepare related reports;
  3. Review budgets enclosed in project proposals as part of the project endorsement process, with seeking adequate coverage of shared staff and office costs, considering needs identified during the annual budgeting process;
  4. Supervise the RO function of budget proposal revision, budget amendment revision, and report revision as applicable, to offer consistent and efficient support to COs and maintain the process knowledge management;
  5. Contribute to monitoring and analyzing the financial activities and performance of the missions in the region and, in coordination with the RRMO, address unusual trends to minimize exposure;
  6. Provide advice, in coordination with the RRMO, on risk management of projects and offices in the region in the areas of resources management;
  7. Inform the RRMO and the SRRMO of urgent financial, personnel and other resource needs or risks resulting from resource mismanagement or fraud, pursuant to established rules and instructions;
  8. Ensure timely submission of necessary financial and human resources reports and documentation of the Country Offices within the region, as appropriate. Collect input from the missions and draft respective consolidated regional reports and memos;
  9. Verify small missions’ financial transactions and/or run PRISM payrolls, post expense claims of Resource Management Officers (RMO) for COs when no sufficient segregation of duties is possible locally;
  10. Contribute to monitoring and overseeing the financial management of all activities of the Regional Office, including the oversight of financial expenditure, accountability and projectization of staff. Participate in the financial analysis of projects implemented by the office as required;
  11. Supervise the financial management of projects managed by RO Brussels;
  12. Supervise the procurement function of the Regional Office and ensure compliance with established procurement rules in RO-initiated procurement activities;
  13. Support the SRRMO in preparing the RO’s annual budget submission and control spending to ensure that costs are contained within approved allocations;
  14. Coordinate legal and contractual matters with HQ as delegated;
  15. Identify resources management-related training needs of the region and deliver trainings as assigned; coordinate regular meetings with relevant Resource Management stakeholders from the COs of the Region, with a view of exchanging best practices and increasing resources management capacity within the Region;
  16. Coordinate the onboarding of new RMOs and Chiefs of Mission/Heads of Office of COs in the Region; deliver induction trainings in coordination with other relevant team members;
  17. Undertake duty travels as required;
  18. Perform any other duties as may be assigned.

Required Qualifications and Experience

Education

  • Master’s degree in Finance, Accounting, Business Administration or a related field from an accredited academic institution with a minimum of 2 years of relevant professional experience;

OR

  • Bachelor’s degree in the above fields from an accredited academic institution with a minimum of 4 years of relevant professional experience

Additionally,

  • Professional certifications such as a ACCA, ACMA, Chartered Accountant or Certified Public Accountant would be a distinct advantage

Experience

  • A minimum of 2 years of relevant proven working experience in one or more of the following fields is required: business administration, accounting, financial reporting and budget tracking;
  • Proven knowledge of the functioning of EU funding mechanisms relevant for EU member states and related financial rules and procedures is required;
  • Experience with EU funding mechanisms, financial management and reporting is an advantage;
  • Experience in liaising with external stakeholders, such as Implementing Partners, Vendors and Donors such as national, regional and international institutions, especially those responsible for the distribution of EU funds, is an advantage;
  • Experience in designing and delivering trainings and/or proven experience in providing guidance on issues such as financial management of donor-funded projects, project budgeting and reporting, procurement, financial sustainability analysis, and similar, is an advantage;
  • Familiarity with HR policies, rules and practices is desirable.

Skills

  • Advanced reporting skills is required: Ability to review a variety of data, identify and adjust data discrepancies;
  • Familiarity with International Accounting Standards (IAS) is an advantage;
  • High level of computer literacy, in particular in Excel and computerized accounting systems is required
  • Knowledge of SAP or another accounting software is an advantage;
  • Exceptional communication, problem-solving, and service orientation skills are required

Languages
Fluency in English is required.
Any other EU language is an advantage
