About TEGA

Adolescent girls are one of the hardest groups to reach in society. The challenges they face are often under-reported or described on their behalf. Without including their perspective, solutions designed to support them aren’t as effective as they could be.

Co-created with girls, TEGA (Technology Enabled Girl Ambassadors) is Girl Effect’s mobile-based research tool that allows girls to collect real-time insights into the lives of their peers. This unique approach unlocks the open and honest conversations that might be lost or not included in traditional research.

TEGA networks have gathered data from girls and communities on nutrition, economic empowerment, health and wellbeing, vaccines, mobile access, social media and education. This girl-talk method is beneficial when researching sensitive topics like HIV or sexual health.

How It Worked

  1. Girl researchers aged 18-24 are recruited and supported by a local partner. They are given a phone and trained to collect data through the TEGA app, which collects qualitative data through video, photo and audio capabilities, in addition to quantitative data capture and digital consent features.
  2. Data instantly transfers to our secure Data Hub and disappears from the girl’s phone to ensure safety and confidentiality.
  3. Girl Effect researchers analyze the data, which uncovers insights that are then validated again with our TEGA researchers and research participants, to ensure everything we do is from girls’ perspective.
  4. Once verified, insights and recommendations are delivered to our content and partner programmes.

TEGAs were paid researchers and gained an internationally recognised market research qualification as part of their training (Market Research Society). Girl Effect had TEGA networks in India, Rwanda Ethiopia and Tanzania and associate networks in Bangladesh, Malawi, Nigeria and the USA.

Background

Girl Effect is seeking a qualified consultant to adapt the existing TEGA Admin Handbook and TEGA Training Manual to effectively support remote training, administration, and management. The goal is to enhance the efficiency and accessibility of the TEGA methodology.

Objective

The primary objective of this consultancy is to adapt the TEGA Admin Handbook and TEGA Training Manual to create effective remote training, administration, and management tools and approaches. The consultant will develop clear, concise, and user-friendly guidelines, procedures, and training materials that enhance the efficiency and accessibility of the TEGA methodology in remote working environments.

What You’ll Do

The selected consultant will be responsible for the following tasks:

  • Review the results and the recommendation of the TEGA Roots and Alignment workshop.
  • Conduct an analysis of the existing TEGA Admin Handbook and TEGA Training Manual to identify areas that require adaptation for remote operations.
  • Develop a comprehensive adaptation strategy outlining the necessary changes to the handbooks and manuals.
  • Revise the TEGA Admin Handbook to include specific procedures and guidelines for remote administration
  • Revise the TEGA Training Manual to incorporate remote training methodologies
  • Develop additional training materials as necessary to support remote training, such as:

    • Job aids
    • Frequently Asked Questions (FAQs)
    • Video tutorials
  • Pilot test the revised handbooks and manuals with a selected group of staff and young people to gather feedback and make necessary adjustments.
  • Provide comprehensive documentation of the adaptation process, including recommendations for future improvements.

Deliverables

The consultant is expected to deliver the following:

  • A detailed adaptation strategy
  • Revised TEGA Admin Handbook
  • Revised TEGA Training Manual
  • Additional training materials (if applicable)
  • Pilot test report
  • Final report summarizing the consultancy and providing recommendations

Who You Are

Skills, Knowledge and Experience

  • A Bachelor’s or Master’s degree in Education, Social Sciences, Communication, Instructional Design, or a related field, demonstrating a strong foundation in qualitative research and training methodologies.
  • Minimum 4 years of experience in developing training materials, educational content, or administrative handbooks, with a strong portfolio of projects demonstrating expertise in content adaptation, remote learning, and instructional design.
  • Strong skills in data analysis and the ability to use insights to inform training content, with experience using data visualization tools (e.g., PowerBI, Tableau) to communicate insights effectively.
  • Strong organizational and project management skills, with the ability to develop and manage content creation processes, timelines, and feedback loops.
  • A passion for social impact, with a commitment to Girl Effect’s mission of empowering girls and women worldwide.

Highly Desirable:

  • Experience in using technology for training and education, including familiarity with e-learning platforms, digital tools, and online collaboration software.
  • Experience working with remote teams and understanding the challenges and best practices for remote training, management, and administration.
  • Understanding of human-centered design principles and the ability to incorporate these into training materials to ensure they are accessible and relevant to the target audience.
  • Strong organizational and project management skills, with the ability to develop and manage content creation processes, timelines, and feedback loops.
  • Excellent written and verbal communication skills, with the ability to convey ideas clearly and effectively to both technical and non-technical stakeholders.
  • Experience coordinating workstreams across multiple geographies and working effectively in multicultural teams with varying expertise, skills, and backgrounds.
  • Demonstrated cultural sensitivity, empathy, and the ability to engage with diverse groups, particularly adolescent girls, in a respectful and impactful manner.

Expected Commitment

  • The assignment will take approximately 2 months to complete.
  • The consultant’s assignment period is from September 2024 to November 2024.

Location

The consultant will be remote and must be conducive to working with teams in the UK, USA, Sub-Saharan Africa & India synchronously and asynchronously.

Management

The consultant will report to the Technical Manager and work closely with the Global Research Manager – E&I . The language of the materials and reports shall be English. The contract supervisor shall approve all deliverables submitted by the agency before any payment is made.

Proposal Submission

Interested consultants are asked to submit the following to support their candidature (Max 10 pages):

  • Your understanding of the brief and why you feel you are well-placed to advise us on this
  • Credentials/Profile/CV – Please showcase any previous work that you consider relevant to what we are trying to achieve and how we approach our work, and the audience we cater to. Describe the qualifications, experience, and capabilities of the firm or consultant in providing the requested services.
  • Reference- Provide at least three references for similar contracts with a description of the service provided, the value of the contract, and the contract periods of performance.
  • Breakdown of Costs with applicable taxes and other charges clearly identified in USD. Consultants should provide their their daily or hourly billing rate or their proposed fixed fee for the requested deliverables.

    • All applicable taxes should be quoted separately;

In their proposal, the bidder must demonstrate an understanding of the requirements described in the TOR and demonstrate how the bidder will meet the requirements of the evaluation criteria.

GE is not liable for any cost incurred during the award/contract preparation, submission, or negotiation of the award/contract. All submitted documentation and/or materials shall become and remain the property of GE.

VALIDITY of the proposal shall be for 90 days from the date of bid closure

Evaluation Criteria

The criteria against which proposals will be evaluated are listed below:

Technical Evaluation

  • Interpretation and understanding of this TOR-10%
  • Relevant experience as demonstrated by CV/Profile – 20%
  • Proven expertise in developing and implementing training and administrative manuals- 20%
  • Strong understanding of remote work environments and technologies- 10%
  • Evidence of a minimum of three contactable references – 10%

Financial Evaluation

  • Value for money/proposed budget breakdown – 30%

Tax

Girl Effect is obliged by the relevant tax authorities to ensure all taxes are charged where applicable. Applicants are advised to ensure that they have a clear understanding of their tax position regarding provisions to local tax legislation when developing their proposals.
