Job Description:An exciting opportunity to lead a major infrastructure programme is now open for applications.Reporting into the VP Facilities Real Estate & Infrastructure Projects – Helicopters, you will be responsible for a significant budget & programme of work within the Leonardo UK Rotary Wing Enterprise (RWE) programme.Working in collaboration with the UK MoD, DE&S and Front Line Commands (FLC) you will develop solutions and proposals, define costs, implement into service and manage the delivery of the agreed solutions.As the RWE Infrastructure Project Manager, you will be responsible for the day to day management and service delivery performance of Facilities Management and Minor Works across the MOD facilities assigned to Leonardo UK, providing subject matter expertise to ensure that the contractual requirements are delivered safely to the defined standards and within the agreed budgets.You will also lead an Integrated Project Team (IPT), in close alignment with the Customer Support function, so a project management background & a proven history of delivering projects would be advantageous in this role.This position is a management level role and a 7 on our Salary & Career Progression Framework (S&CPF).What you’ll do as an Infrastructure Project Manager:Lead the development of the new Maintenance, Repair & Overhaul (MRO) facility at RNAS Culdrose, Whiskey site, specifically:– Lead the joint team in defining the location, requirements and building options for a new MRO facility funded through the RWE project.
– Ensure the requirements of MAOS Part 145 are observed and that the facilities are compliant as to minimise risks to personnel undertaking work.
– Implement controls and methodologies to enable compliance with the applicable H&S regulations for offsite activities i.a.w. Health, Safety and Environmental Management System Manual (HSEMSM).
– Manage contract funding requests, budgets and commercial requirements.
– Manage all associated reporting requirements including timely publication of all RWE infrastructure documents and reports.Lead the development and growth of Leonardo Helicopters UK delivered Facilities Management for assigned UK MOD facilities, specifically RNAS Yeovilton and RNAS Culdrose, specifically:
– Identify buildings at RNAS Culdrose and Yeovilton occupied by Leonardo that are suitable for RWE facility Management.
– Develop in conjunction with Station Infrastructure, Navy Command, DE&S, Leonardo Helicopters Facilities Management supplier and Site Facilities, costed proposals for Leonardo to undertake facility management clearly defining scope and boundaries.
– Ensure the requirements of MAOS Part 145 are observed and that the facilities are such as to minimise risks to personnel undertaking work.
– Implement controls and methodologies to enable compliance with H&S regulations for offsite operations i.a.w. the Health, Safety and Environmental Management System Manual (HSEMSM).
– Generation of Basis of Estimates (BOE) and negotiation of costings.
– Management of transition and implementation requirements.
– Management and discharge of all contracted work effectively and safely.Lead the generation and collation of the Government Furnished Articles (GFA) annex of the RWE contract.
– In conjunction with the other Leonardo RWE Work Streams, manage and collate the GFA annex for inclusion in the RWE contract.
– Define the scope, range and scale of the Leonardo infrastructure deliverables.
– Establish the Leonardo infrastructure service solution across Leonardo Helicopters UK and the supply chain.
– Generate Basis of Estimates (BOE) and support the negotiation of costings.
– Manage the transition and implementation of the contracted requirements.
– Manage and discharge the contracted work effectively and safely.Lead the Leonardo RWE Infrastructure Work Stream representing the Company in all joint activities in collaboration with the UK MoD, DE&S and Front Line Commands (FLC) to develop solutions and proposals, define costs, implement into service and manage the delivery of the agreed solutions, specifically:
– Be the lead point of contact for all RWE Infrastructure activities.
– Develop and deliver strategic solutions for all aspects of the Leonardo RWE facilities service.
– Manage and control the production of all Basis of Estimates (BoEs) for contract cost submissions.
– Support contract cost audits and negotiations.
– Manage the transition and implementation of requirements.
– Manage and control the facilities sub contracts, including supplier competitions, Statements of Requirements (SoR) and Statements of Work (SoW).
– Manage and discharge all contracted work effectively and safely.
– Represent of Leonardo helicopters Site Facilities within the RWE Service Management Organisation (SMO).
– Control the assigned sub contract budgets including the submission of PR-MARA funding requests, payment of invoices and supporting financial reporting.
– Ensure that contract performance metrics are achieved. Where performance is below the expected level, define and implement containment and rectification actions to bring the performance metrics back to the required levels.
– Contribute to the future development of the RWE support solution and policies, including solutions to meet future changing customer requirements achieving this through detailed knowledge of the RNAS and operational environments.Health & Safety
- You are responsible for ensuring that all RWE Infrastructure Workstream activities under your management and control are undertaken in accordance with the requirements set out in the LHUK SHE Policy and the Health, Safety and Environmental Management System Manual (HSEMSM).
- You are responsible for taking reasonable care of your own health and safety and that of others who may be affected by your own acts or omissions at work and to co-operate with managers, supervisors and others to enable the Company to meet its statutory obligations for health, safety and environment.
Travel will be required, primarily to Culdrose & Yeovilton on a regular basis (not less that monthly) as the role requires to ensure the delivery of the Leonardo commitments.What we need from you
You really must have:
- A recognised Project Management qualification (APM, Prince2 or PMI).
- NEBOSH qualification.
- Clear understanding of business and functional strategy and how this role contributes to the success of the Business objectives.
- Ability to engage and influence key Stakeholders.
- Negotiation skills to the extent of being able to deal effectively with Managers, Employees, Customers, Suppliers and the enforcing authorities.
- Ability to work effectively as a team member and share knowledge to support continual process of learning and improvement.
- Financial competence regarding budgetary control.
It would be nice if you had:
- Membership of Institute of Workplace & Facilities Management.
- Qualified professional and/or in depth experience of relevant subject matter.
- Knowledge of UK Statutory Regulations in respect of Health, Safety & Environment with a demonstrable technical knowledge and at least 5 years’ experience of providing technical support of manufacturing methods, factory services, maintenance and facilities requirements and construction projects.
